Reporting to the Eastern Canada regional management, the Director, Environment – Province of Quebec will play a key role in the growth, development, and visibility of Parsons' environmental services across the province. This strategic position is for a recognized leader, capable of leveraging their industry expertise to ensure the planning, coordination, and excellence of environmental services for complex and multidisciplinary infrastructure projects, particularly in the transportation, public transit, and mining sectors. The incumbent will also contribute to positioning Parsons with key clients such as the MTMD, Hydro-Québec, PJCCI, SDJB, and municipalities, by supporting the execution of major mandates and strengthening our presence in the Quebec market.

Requirements

  • Minimum of 15 years of experience as an environmental professional, including the execution of major and multidisciplinary infrastructure projects.
  • Significant experience working for or with key clients in Quebec, particularly in the transportation, public transit, energy, municipal, or mining sectors.
  • University degree in environmental sciences, engineering, urban planning, or any other relevant discipline.
  • Recognized expertise in environmental assessments, impact studies, and environmental authorization processes, particularly for infrastructure projects in Quebec.
  • Solid business development experience, including identifying opportunities, maintaining client relationships, and supporting mandate acquisition.
  • Good knowledge of the environmental regulatory framework applicable in Quebec and its application in the context of infrastructure projects.
  • French is required for permanent positions located in Quebec to ensure effective communication with local colleagues and partners.
  • English is also required to communicate with stakeholders outside of Quebec and understand technical documentation related to the position.

  • Relevant certifications are an asset, particularly in project management, environmental assessment, public consultation, sustainable development, or environmental management systems.

Responsibilities

  • Ensure leadership and strategic planning to identify opportunities for expansion and growth of Parsons' environmental services in Quebec.
  • Develop and maintain sustainable business relationships with key clients, including the MTMD, PJCCI, SDJB, Hydro-Québec, as well as cities and municipalities.
  • Lead business development activities in environment in Quebec, focusing on relationships with key clients to identify new opportunities, support regional growth initiatives, and actively contribute to monitoring the business opportunities portfolio.
  • Lead or contribute to the execution of multidisciplinary infrastructure projects as a project manager, technical expert, or key person.
  • Oversee the preparation of environmental assessments, permit applications, technical studies, reports, and regulatory compliance strategies.
  • Ensure a high level of quality for deliverables, technical rigor, and coordination with internal teams and sub-consultants.
  • Participate in resource planning, expertise mobilization, and capacity building for the environmental team in Quebec.
  • Provide recognized leadership in public consultation, relations with Indigenous communities, and stakeholder engagement on complex projects.
  • Collaborate with teams across Canada to support mandates of national interest.
