The Digital and AI Vertical Vice Presidency and its global and regional teams support client countries in building their capacities for digital transformation and AI use. The WBG Digital and AI Vertical is led by a Vice President and was established in July 2024. WBG recently published its Digital and AI Strategy which includes four pillars: access, affordability, ecosystem and AI readiness. The strategy identifies the priorities that WBG will engage across the client segment over the next five years. The implementation plan is currently under preparation. The Vertical will deploy a range of products, services, and partnerships to advance global knowledge across the four pillars of the Strategy through: • Supporting World Bank regions that provide financing to governments in the form of grants, loans, guarantees, and risk management products to support digital investment projects and implement policy reforms. • Supporting World Bank regions that provide advisory services including targeted policy guidance, technical assistance, and capacity building. • Knowledge products include data and diagnostics to provide actionable insights at regional, country, and local levels, research and thought leadership to expand the global knowledge base, as well as thematic operational toolkits. • Convening services that bring together key stakeholders, from both public and private sectors as well as international and non-governmental organizations involved in advancing global digital transformation. For more information: https://www.worldbank.org/ext/en/topic/digital-and-ai The Development Effectiveness unit plays an important role in advising the VP and DSO on all matters pertaining to strategic planning and management, market intelligence, partnerships, including trust fund oversight, monitoring and evaluation, stakeholder engagement, knowledge management, collaboration with Regions and Verticals, and outreach to external partners. The Unit supports the VPU’s engagement on corporate priorities including Knowledge Bank, Operations Efficiency and Effectiveness, Corporate Scorecard and other initiatives aimed at achieving speed, scale and impact. Job Context: The World Bank Group (WBG) and the Government of the Republic of Korea have established the WBG-Korea Global Digital Knowledge Center (DKC) in Seoul as part of the broader partnership on Digital and Artificial Intelligence. Building on Korea’s world-class digital innovation experience and the WBG’s global development expertise, the DKC serves as a global hub to accelerate digital transformation in developing countries through knowledge creation, capacity building, operational support, and innovation grants. The DKC builds on the long-standing WBG–Korea partnership in digital development and supports the implementation of the WBG’s Digital Development Global Strategy. The DKC is a joint initiative of the EAP Region and the Digital & AI Vertical to deliver practical, scalable, and inclusive digital transformation solutions. The Center’s three strategic pillars are: 1. Strengthening Digital and Data Infrastructure 2. Enhancing Digital Public Services 3. Fostering an Inclusive Digital Economy, with Artificial Intelligence (AI) as a cross-cutting theme. The DKC is housed within the WBG Korea Office, and the team comprises a mix of regional and global digital experts working across the three technical pillars, supported by operational staff and external partners from Korea and WBG units.

Requirements

  • Bachelor’s degree in public policy, economics, information/data systems, business administration, computer science, or related field.
  • 3–6 years of experience in program coordination, operations analysis, or project delivery, with exposure to knowledge management or digital/AI initiatives.
  • Demonstrated ability to curate knowledge, manage workflows, and deliver high-quality products on time.
  • Strong analytical skills with experience building dashboards and trackers; ability to translate data into insights for decision-making.
  • Excellent writing and communications skills in English; professional proficiency in Korean strongly preferred (or willingness to develop).
  • High proficiency with collaboration and productivity tools (spreadsheets, visualization, repositories, project management platforms).
  • Familiarity with ASA, trust-funded operations, consultant/procurement processes, and protocols for private-sector engagement.
  • Exceptional organizational skills, attention to detail, and ability to prioritize across multiple concurrent demands; sound judgment and discretion.

  • Understanding of WBG digital and AI strategies and leadership priorities.
  • Experience with government relationship management and diplomatic communication.
  • Experience engaging tech ecosystems (start-ups, accelerators, industry associations) and facilitating cross-border knowledge exchange.

  • Working knowledge of M&E specific to knowledge programs (uptake, influence, engagement metrics).

  • Familiarity with data governance, privacy, and responsible AI principles.

Responsibilities

  • Curate, synthesize, and package digital and AI knowledge assets (flagships, notes, toolkits, case studies, playbooks) from DKC programs and global partners, ensuring quality, consistency, translation accuracy, and accessibility.
  • Coordinate peer reviews and quality assurance; track comments, resolutions, approvals, and ensure alignment with Knowledge Bank standards.
  • Maintain repositories and metadata; implement tagging, versioning, and findability standards in collaboration with KM teams; support multilingual content management.
  • Execute dissemination strategies (web features, newsletters, webinars, roadshows, global events) and track reach, engagement, and user feedback.
  • Map and maintain a dynamic ecosystem directory of Korean tech companies, start-ups, accelerators, incubators, research institutes, and relevant government bodies.
  • Facilitate knowledge exchanges, showcases, and matchmaking between Korean innovators and global counterparts.
  • Organize workshops, pilots, and demonstrations of digital/AI solutions relevant to public sector challenges; document lessons and pathways for scale-up.
  • Develop engagement materials (profiles, case briefs, opportunity notes), manage communications channels, and monitor engagement metrics (participation, follow-up actions, outcomes).
  • Ensure compliance with World Bank Group engagement protocols, due diligence and maintain records of interactions and outcomes.
  • Prepare briefs, talking points, and updates for management, government meetings, and ecosystem engagements.
  • Conduct targeted research and benchmarking (e.g., responsible/small AI frameworks, Korea’s digital policy/practice, adoption metrics) to inform program design and delivery.
  • Plan and manage end-to-end workflows for knowledge products and ecosystem events, including schedules, dependencies, RACI, and milestones.
  • Maintain issue/risk logs and change controls; coordinate decisions and unblockers with authors, reviewers, leadership, and partners.
  • Orchestrate preparation of missions, workshops, showcases, and dissemination events in Korea and globally.
  • Implement documentation standards, SOPs, and checklist; measure and improve production cycle times.
  • Frame AI use cases and digital transformation initiatives in Knowledge Bank context (requirements, success metrics, governance and safeguards).
  • Support data governance, privacy, responsible AI, and records-management compliance.
  • Assist with pilots and proofs of concept for AI-enabled knowledge tools; track outcomes and scale-up readiness.
  • Maintain and enrich knowledge assets and communities of practice; capture lessons learned and strengthen reusable content.
  • Create clear, compelling presentations and client-facing materials to communicate program progress, insights and impact.
  • Maintain stakeholder maps and communications plans; manage channels and distribution lists to ensure timely and consistent messaging.
  • Support change management and the adoption of new tools and processes.
  • Maintain risk registers and mitigation plans; ensure appropriate escalation, documentation, and decision tracking.
  • Ensure compliance with institutional policies and Knowledge Bank standards (records management, data privacy/ethics, procurement, private-sector engagement).
  • Coordinate submissions to governance bodies; track approvals, conditions, and follow-up actions.
