About The Position

The 711th Human Performance Wing (711 HPW), headquartered at Wright-Patterson Air Force Base in Ohio, is the first human-centric warfare wing to consolidate human performance research, education and consultation under a single organization. Established under the Air Force Research Laboratory, the 711 HPW is comprised of the Human Effectiveness Directorate (RH) and the United States Air Force School of Aerospace Medicine (USAFSAM). The Wing delivers unparalleled capability to the Air Force through a combination of world class infrastructure and expertise of its workforce of military, civilian and contractor personnel encompassing 75 occupational specialties including science and engineering, occupational health and safety, medical professions, technicians, educators, and business operations and support. The contractor shall provide the expertise to the USAFSAM Department of Education (USAFSAM/ED), Education Delivery Division (EDE), Academic Development Branch (EDMS). USAFSAM/ED directs daily academic operations for USAFSAM and establishes student training policies. ED executes the student management and accounting for 4,000 students annually as well as the faculty development, instructor evaluation, and student evaluation programs. Community College of the Air Force requirements for affiliated schools are implemented and curriculum development and revisions are led by ED staff. ED is responsible for creating an academic environment conducive to learning, providing academic counseling, and convening the Academic Review Board when necessary. Distance learning courses are produced and managed through this department. USAFSAM/EDMS is responsible for educational research and technology. Performance shall be according to the requirements contained in this Performance Work Statement (PWS).

Requirements

  • Bachelor’s degree in marketing, Communications, Graphic Design, Journalism, Public Relations, or a related field.
  • At least 3 years of experience in digital marketing, advertising, communications, or educational marketing.
  • Experience working in a cross-functional team collaborating with graphic designers, photographers, videographers, etc.
  • Experience with digital signage platforms (understanding screen ratios, motion graphics, and optimal content duration).
  • Proficiency in tools such as Adobe Creative Suite (especially InDesign or Illustrator for layout awareness).
  • Demonstrated knowledge and experience with visual hierarchy, color theory, typography, and layout principles.
  • Non-Disclosure Agreement in place with their company, and the company must provide a copy to the Program Manager of this task order.
  • U.S. Citizenship.
  • Minimum of a Tier 1 background check (T1)/SF85 for any position that requires access to the internet, use of automated information systems to cover standalone computers or unescorted entry into restricted or controlled areas prior to reporting for duty.

Nice To Haves

  • Familiarity with Department of Defense branding and communication policies (ex. Tongue and Quill).
  • Certifications such as HubSpot Content Marketing Certification, Digital Marketing Institute (DMI), or Certified Digital Marketing Professional (CDMP).

Responsibilities

  • Assist in the inventory and maintenance of the studio audio visual/computer related equipment as directed by the Government representative.
  • Create, design, and edit all digital signage as directed by the government representative.
  • Assist with the ordering, storing, coding/entering inventory into database, and disposing of all audio visual/computer related equipment as directed by the Government representative.
  • Provide digital marketing consultation to all members, programs, etc. as directed by the government representative.
  • Exhibit and apply expertise in professional marketing and mass communications activities, supporting communications and marketing activities.
  • Demonstrate and exhibit an ability to lead and participate in a team of mass communications professionals working in tandem to achieve strategic communications goals.
  • Ensure that all products developed meet the requirements set forth in the AFRL/PA brand book and other applicable requirements for the development of branding, creating logos, coins, and marketing materials.
  • Participate in and support other projects within skill sets; project may include writing continuity documents, attending or presenting at local eLearning symposiums, defining capabilities for potential customers, collaborating with local colleges or multi-service partners, and supporting other special projects as directed by the government representative.
