About The Position

This position is contingent upon contract award. The Targeting Operations Division (TOD) within ICE Enforcement and Removal Operations (ERO) directorate has a need for analytical services to identify and locate aliens who pose a threat to public safety or national security. This support involves analyzing information from various sources, including commercial and law enforcement databases, open-source intelligence, and social media platforms. The role requires adaptation to evolving threats, process refinement, and modernization of information technologies to enhance ICE's mission and program efficiency. The successful candidate will serve as the on-site single point of contact, manage daily operations, ensure quality and compliance, lead performance management and reporting, and oversee people leadership and innovation.

Requirements

  • 5+ years in intelligence, law-enforcement analysis, or OSINT/social media exploitation
  • 2+ years in team lead/supervisory role with responsibility for daily production and quality
  • Demonstrated success meeting firm performance targets (timeliness, accuracy, throughput) and producing executive-ready reports
  • Familiarity with DHS/ICE environments, personnel fitness processes, and handling of PII/SBU/SSI
  • Proficiency with commercial data platforms and link/social-media analysis tools; strong MS Office and dashboarding skills
  • Excellent communication and stakeholder management; ability to brief government leadership
  • Bachelor’s degree in a relevant field (intelligence, criminal justice, international affairs, analytics) or equivalent experience
  • Must be able to obtain and maintain a favorable DHS/ICE fitness determination; periodic reinvestigations (every 5 years or as directed)
  • U.S. citizenship required

Responsibilities

  • Serve as on-site single point of contact to COR/site government leads; run daily stand-ups and weekly reviews
  • Manage intake, prioritization, assignment, and quality checks for all leads; enforce SOPs and Definition of Done
  • Maintain permanent, COR-approved staffing/shift coverage; coordinate cross-training and surge/off-hours support
  • Own first-pass acceptance and rework reduction; execute peer reviews and QC sampling
  • Ensure strict handling of PII/SBU/SSI; maintain audit trails and incident response/reporting per DHS guidance
  • Keep SOPs current; propose monthly updates driven by metrics and retrospectives
  • Track and report site KPIs aligned to QASP (cycle time by priority, throughput per analyst, accuracy/validation, backlog health)
  • Produce weekly statistical roll-ups and inputs to the monthly status report; implement corrective actions as needed
  • Recruit/onboard analysts; manage schedules, performance coaching, and succession/backfill plans
  • Conduct training on tradecraft, tools, compliance, and site-specific procedures
  • Champion safe, compliant use of approved third-party databases and social-media exploitation tools
  • Run time-boxed pilots (spikes) and provide ROI evidence for tool approval and scaling
