Partnering closely with the Service Director and the Support Coordination leadership team, you will help plan, develop, and advance services that support individuals with intellectual and developmental disabilities in achieving meaningful, person-centered outcomes. You'll lead the implementation of new initiatives, navigate changing regulations and mandates, oversee special projects, and ensure compliance with all required policies while advancing strategic priorities across the Developmental Disability Services department. As a senior leader, you'll have the opportunity to make a lasting impact by representing the agency at County, Regional, State, and Community Services Board (CSB) committees and workgroups, building partnerships and helping influence the future of developmental disability services.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in psychology, social work, or a related field; plus seven years of experience working with individuals with developmental disabilities; OR bachelor’s degree and a valid Qualified Developmental Disabilities Professional (QDDP) certification plus seven years of experience working with individuals with developmental disabilities.
  • Valid Motor Vehicle Driver's license with fewer than six demerit points (or equivalent in another state) maintained throughout employment with CSB
  • CPR - within 3 months of hire
  • Qualified Mental Retardation Case Manager (QMRCM ) - within 1 month of hire
  • Qualified Developmental Disabilities Professional - within 1 month of hire
  • The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, a driving record check, and sanction screening to the satisfaction of the employer.
  • A TB screening upon hire and annually thereafter.
  • Extensive knowledge of principles, practices, methods, and techniques related to service provision for persons with an intellectual disability or other developmental disabilities.
  • Extensive knowledge of person centered practices with the ability to train, consult, and supervise in these areas.
  • Thorough knowledge of community resources, including relevant public and private organizations.
  • Knowledge of budgetary procedures.
  • Knowledge of federal, state, and local laws and regulations, as well as issues relevant to human rights, mandated reporting, and skill in applying this knowledge to a variety of situations.
  • Ability to supervise and train service professionals.
  • Ability to successfully perform as a team member/leader.
  • Ability to lead/motivate a workforce to achieve program objectives.
  • Ability to conduct performance evaluations and implement personnel procedures.
  • Ability to develop, coordinate, and direct specialized programs.
  • Ability to recommend alternatives to allow for individual choice in services.

  • Ability to prepare and present oral and written reports.
  • Ability to establish rapport and maintain effective relationships with individuals served.
  • Ability to develop and maintain effective working relationships with subordinates, co-workers, public and private sector organizations, community groups and the general public.
  • Ability to communicate effectively, both orally and in writing.

Nice To Haves

  • Master's degree in psychology, education, social work or related field.
  • At least five years of experience working with persons who have intellectual or related developmental disabilities.
  • Previous experience supervising a team of human service professionals.
  • Excellent written and oral communication skills.
  • Extensive experience and understanding of Medicaid, Medicaid waivers, and the complex functions of the CSB in the Medicaid Waiver system.
  • Experience supervising a team of case management professionals.
  • Bilingual in English and another language.

Responsibilities

  • Inspire, mentor, and supervise a team of experienced Developmental Disability professionals through clinical, administrative, and technical leadership.
  • Collaborate with leadership to develop and strengthen innovative, high-quality Support Coordination services.
  • Lead strategic initiatives and special projects that improve services and operational excellence.
  • Ensure compliance with federal, state, and local regulations while implementing new policies and mandates.
  • Build strong partnerships by representing the agency on County, Regional, State, and CSB committees and workgroups.
  • Drive continuous improvement and help shape the future of Developmental Disability Services through visionary leadership.
  • Manages program budget.
  • Manages several distinct support coordination programs.
  • Provides management and senior clinical direction to the program.
  • Provides guidance for assessments, crisis management, and therapeutic counseling.
  • Identifies, advocates for, and secures necessary client support services.
  • Maintains ongoing communication with families, landlords, county programs and agencies, and state agencies.
  • Establishes and participates in case-oriented consultative and educative planning with community agencies, groups, and schools.
  • Provides program policy guidance and interpretation.
  • Monitors and evaluates contracted and directly operated services.
  • Provides oversight to vocational and contractual services, including clinical and program supervision.
  • Designs and implements program evaluations, outcome measures, and performance indicators.
  • Reviews and investigates reports of serious incidents and complaints.
  • Evaluates program to ensure effective and efficient service delivery, and develops plans to address identified gaps in services.
  • Provides input on service policies and procedures and assists in program development.
  • Ensures that programs comply with all federal, state, and local regulations.
  • Compiles statistics and prepares administrative reports.
  • Participates in senior management team and committees.
