About The Position

The incumbent in this position is responsible for conducting oversight and monitoring of Home and Community‑Based Services through audits and investigations to ensure full compliance with Federal, State, and local regulations; Medicaid requirements; health and safety standards; Home and Community‑Based Waiver service definitions; and the Statewide Transition Plan. The incumbent will maintain a consistent physical presence within Home and Community‑Based Service delivery settings to observe operations and verify adherence to required standards.

Requirements

  • Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  • Six months experience in program evaluation such as evaluating programs and services to identify problems, determine compliance and evaluate the effectiveness and efficiency to ensure program goals and overall objectives are met.
  • Six months experience in recommending alternatives, improvements, courses of action and other changes based on findings.
  • Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, and physical and mental health treatment, prevention or rehabilitation.
  • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months experience in narrative report writing.
  • Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

Responsibilities

  • Conducts evaluation and monitoring of programs in residential living areas to ensure adherence to ICF/IID and Medicaid Community Rule standards, and facility policies and procedures.
  • Reviews, oversees and evaluates habilitative plans and programs through observations, surveys and audits.
  • Provides consultation and instruction to facility staff and assists program units in methods of programming and self-evaluation.
  • Serves as Administrator during evenings and weekends in the absence of the facility head and other charge administrators, as applicable.
  • Assists in the development, planning and reviewing of residential service delivery systems, plans, procedures and policies.
