About The Position

This position protects the health, safety, and rights of individuals receiving services through Delaware's Medicaid Home and Community-Based Services (HCBS) Waiver. The incumbent assists with the monitoring and oversight of Medicaid-funded services to ensure compliance with federal and state regulations while promoting quality, accountability, and trauma informed person-centered practices. Responsibilities include conducting and processing reportable incident and rights investigations, evaluating person-centered service planning, monitoring provider compliance, and verifying the implementation of corrective actions to ensure continuous quality improvement. This position offers office-based and field work, and collaboration with providers, individuals, families, and other stakeholders.

Requirements

  • Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  • Six months experience in program evaluation such as evaluating programs and services to identify problems, determine compliance and evaluate the effectiveness and efficiency to ensure program goals and overall objectives are met.
  • Six months experience in recommending alternatives, improvements, courses of action and other changes based on findings.
  • Three years experience in health or human services work such as applying theories, principles, laws and practices of health or human services programs and services that assist with and improve life for individuals, families, or communities such as financial support, employment, unemployment, housing, health care, disease prevention, substance abuse, child protective services, and physical and mental health treatment, prevention or rehabilitation.
  • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months experience in narrative report writing.
  • Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

Responsibilities

  • Conducts evaluation and monitoring of programs in residential living areas to ensure adherence to ICF/IID and Medicaid Community Rule standards, and facility policies and procedures.
  • Reviews, oversees and evaluates habilitative plans and programs through observations, surveys and audits.
  • Provides consultation and instruction to facility staff and assists program units in methods of programming and self-evaluation.
  • Serves as Administrator during evenings and weekends in the absence of the facility head and other charge administrators, as applicable.
  • Assists in the development, planning and reviewing of residential service delivery systems, plans, procedures and policies.
