About The Position

The City of Littleton is seeking an experienced Development Review Engineer to join their collaborative Community Development team. This role involves reviewing a wide variety of residential, commercial, mixed-use, and redevelopment projects that will impact the city. The engineer will work closely with developers, design professionals, and internal departments to deliver high-quality projects, provide exceptional customer service, and offer practical engineering solutions. Requirements

Bachelor’s degree from an accredited college or university with major course work in Civil Engineering, Urban Planning or a related field relevant to the position.
Certification as a Professional Engineer (PE) in the State of Colorado.
Five (5) years engineering plan review, engineering design, oversight of public construction projects, urban planning or other closely related experience (for Development Review Engineer II).
Seven (7) years engineering plan review, engineering design, oversight of public construction projects, urban planning or other closely related experience (for Development Review Engineer III).
Possession of a valid driver’s license.
Ability to pass a pre-employment criminal background check and motor vehicle records check.
Expert knowledge of the principles, techniques, and practices of civil engineering, construction management and contract administration.
Thorough knowledge of development review process.
Ability to review engineering plans and specifications.
Strong understanding of principles, practices, materials, and terminology related to site construction.
Excellent interpersonal, oral, and written communications skills and the ability to effectively communicate.
Ability to translate verbal communication into effective written materials, including reports and other documents.
Ability to inspect permitted engineering work and projects for completeness, ensuring proper work methods and compliance with applicable regulations and ordinances.
Ability to use various software platforms including Synchro, Civil 3D, Microsoft Office, GIS, and aptitude to learn and apply other software.
Ability to interpret and apply Federal, State, and local policies, laws, and regulations.

Nice To Haves

Current Certified Floodplain Manager (CFM) certification through the Association of State Floodplain Managers (ASFPM) or a state-accredited floodplain management certification program.
Ability to obtain CFM certification within 12 months of hire.

Responsibilities

Assists in the review of development proposals, site plans, and construction drawings.
Conducts preliminary assessments and evaluations of project feasibility and compliance.
Collaborates with other departments, developers, and the public to provide technical guidance and support.
Participates in site inspections and field investigations to ensure project adherence to approved plans.
Prepares reports and documentation related to development review activities.
Responds to inquiries from the public, developers, and other stakeholders regarding development standards and regulations.
Ensures compliance with Public Works Design Standards, Standard Plans, and City of Littleton Revised Code for public utilities and Right-of-Way improvements associated with residential and commercial developments through the permit plan review phase.
Interprets construction drawings and provide direction to inspectors.
Serves as contact with private sector engineers to resolve design problems and provide clarity of standards interpretation.
Reviews as-builts drawings and final documentation for project acceptance.
Provides first-level supervision and mentorship to project staff (for Development Review Engineer II).
Reviews and approves development proposals, site plans, and construction drawings for compliance with regulations (for Development Review Engineer II).
Reviews initial design submittments for infrastructure needs during the land use phase (for Development Review Engineer II).
Conducts detailed assessments and evaluations of project feasibility, environmental impact, and compliance (for Development Review Engineer II).
