About The Position

Provides administrative coordination of land development projects submitted for review and approval. This role manages operations related to the development review process in accordance with the County’s Comprehensive Plan, Land Development Code, Utility Code, and other land use regulations. Supports the transition of approved projects to the Building and Codes Division and Polk County Utilities.

Requirements

  • Strong understanding of local government development review processes and relevant land use regulations.
  • Proficient in reading and interpreting site construction plans, plats, design drawings, maps, bonds, and legal documents.
  • Skilled in calculating square footage and applicable fees with accuracy.
  • Effective communicator, both verbally and in writing, with internal teams and the public.
  • Technically proficient with computers, digital imaging tools, and office software; ability to create and manipulate spreadsheets.
  • Able to generate reports, memorandums, and professional correspondence.
  • Capable of working independently while adhering to defined procedures and routines.
  • Team-oriented and able to collaborate across divisions and with external stakeholders.
  • Detail-oriented and organized in managing records, schedules, and compliance documents.
  • Visual and manual aptitude for data entry, document handling, and onscreen review.
  • Graduate of an accredited two (2) year college or university with an associate’s degree in business, management, public administration, engineering technology, computer science, or a related field preferred.
  • Two (2) years of progressively responsible experience in development review coordination, construction management, engineering technology, or water/wastewater utilities administration.
  • Must have a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment within this classification.
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its citizens.

Responsibilities

  • Tracks and manages development projects using software such as GIS Dataviewer, Accela, DigEplan, and Utilities Simplify i3 (including the Polk County Utilities Management Database and the Capacity Management System).
  • Coordinates post-approval activities to ensure all required local and state permits are issued before construction begins.
  • Schedules and/or attends pre-construction and development-related meetings as needed.
  • Processes temporary water meter requests.
  • Coordinates with inspectors to finalize projects after site work completion.
  • Reconciles draft and final utility connection fees in coordination with Building and Codes and Utilities divisions.
  • Assists internal and external customers by accessing project records and digital documents.
  • Performs digital imaging of development-related documents, including plans, applications, and records.
  • Calculates and collects applicable fees.
  • Prepares agendas and case packets for the Development Review Committee (DRC) and other lay boards in both digital and printed formats.
  • Posts agendas and supporting documents on the County website.
  • Prepares materials and backup documentation for the Board of County Commissioners and Planning Commission electronic agendas.
  • Develop public notices including legal advertisements, property posting signs, and notification letters in compliance with County procedures and state laws.
  • Generates project status reports, memorandums, and correspondence.
  • Collects and compiles information for public records requests.
  • Advises developers, engineers, property owners, and the public on development review procedures and relevant regulations.
  • Performs research and related duties as required to support the efficient operations of the division.
