This position is a Security/Administration role under the direct supervision of the Warden. The Lieutenant will be responsible for ensuring conformance to New Mexico County's standards by being familiar with the Employee Handbook, Personnel policies and procedures manual, and Facility policy and procedures. This role involves conducting on-the-job training for facility staff regarding the accreditation process and required documentation, as well as all county and detention training for staff. Responsibilities include assisting with monthly safety meetings and tracking the safety program, developing and preparing administrative reports on facility operations, and serving as a liaison with external agencies to build positive working relationships. The Lieutenant will coordinate with outside resources such as the Fire Marshal, Engineer, and Health Department to ensure mandatory compliance, and prepare quarterly and annual progress evaluations. Auditing each department with recommendations for compliance changes to meet contractual and accreditation obligations is a key duty. The role may involve providing leadership to peer or lower-classified employees through work assignment, progress monitoring, review of results, and technical instruction or training. Internal monitoring evaluations of each department will be conducted at least quarterly to ensure ongoing program compliance, with written reports submitted to appropriate personnel. Participation in staff meetings to share observations and recommendations for problem-solving and team function is expected. Completion of in-service training is required for continued personal and professional development. Audits determined by the Warden for policy and post orders will be performed. Knowledge of the Prison Rape Elimination Act of 2003 (PREA) is required, including assisting with PREA guideline training and obtaining PREA investigator certification within the first year. Maintaining confidentiality of sensitive information regarding employees, vendors, residents, and outside agencies is crucial. Compliance with work rules, policies, and directives from management is expected, along with adherence to the attendance policy and working overtime as required for program coverage and resident safety. Facility safety rules must be followed, with appropriate corrective action taken to ensure safe work practices. The Lieutenant may be required to cover security posts when needed and communicate effectively with all staff to promote teamwork and cooperation. Assistance with job fairs and close work with the training Lieutenant are also part of the role. Employees may be required to work irregular hours, attend out-of-town meetings, respond to emergency calls, and perform other assigned duties.
