About The Position

The Diplomatic Pouch and Mail (DPM) Desk Officer provides wide-ranging, high-level support to global DPM operations to ensure services provided meet the operational laws, rules, regulations, activities, and needs of the personnel being served.

Requirements

  • High school diploma or equivalent GED required
  • Direct experience with USPS, DoS, and/or DoW postal operations, policies, and regulations
  • Secret clearance required
  • Successfully pass background and drug screening

Nice To Haves

  • Proficiency with DoW AMPS, USPS Postal Explorer, and USPS Product Tracking
  • Experience with Diplomatic Pouch and mailroom operations
  • Proficient with AMPS and ILMS, or ability to become proficient within 90 days of onboarding
  • Proficient in Microsoft Office software
  • Ability to travel <25%

Responsibilities

  • Proactively monitors Diplomatic Pouch and Mail operations [both Diplomatic Post Office (DPO) and Unclassified Pouch (UCP)], identifies disruptions, and implements corrective actions that balance service requirements, transportation effectiveness, and costs
  • Acts as primary POC for operational issues, coordinates resolutions, and maintains detailed event logs; communicates findings and recommendations to post and DPM management
  • Regularly liaises with USPS, Department of War (DoW), and other Federal agencies to resolve operational issues
  • Provides advanced guidance and oversight to post mailroom operations at overseas posts to ensure services are efficient, compliant, and effective
  • Conducts compliance reviews and evaluations of post mailroom operations; provides recommendations to management
  • Participates in developing, updating, and presenting online training materials supporting users of the Department of State’s system of record – currently the Integrated Logistics Management System (ILMS) - and the military’s Automated Military Postal System (AMPS)
  • Monitors and evaluates mailroom operations, dispatch schedules, routes and carriers, mail metrics (i.e., volumes, scan events, etc.), ILMS profiles, global events, and communications to identify and assist with troubleshooting software issues and resolving complex pouch and mail management issues
  • Occasionally travels to CONUS and OCONUS sites; GOV use authorized for travel between local sites
