About The Position

The Design/Test Engineer performs design and test engineering activities for printed circuit boards (PCBs), including developing, updating, reverse engineering, and documenting them. The role supports work to identify and define new restoration capabilities for the Navy’s C4ISR Restoration Depot by designing, evaluating, planning, testing, and operating C4ISR electrical, electronic, mechanical, and/or computer components, equipment, and systems. The engineer performs tests, analyzes and documents results, identifies and documents functional requirements, reviews and updates technical documentation, analyzes research and development plans, maintains knowledge of relevant technologies, and participates in special projects as required.

The position uses ScanCAD to reverse engineer single- and multilayer PCBs into schematic drawings, OrCAD for PCB design, SOLIDWORKS for 3D CAD drawings and simulations, and Flying Probe Automated Test Equipment (ATE) to fault-isolate production PCBs and identify manufacturing defects. It also involves implementing and verifying software upgrades; troubleshooting tester hardware and software with customer support; improving prototype and production yields; recommending software solutions, cost reductions, and quality improvements; and working with the Quality team on First Article Inspection Reports, Corrective and Preventive Actions, and Technical Data Packages for Configuration Management.

The position is located in San Diego, California, requires 0% travel, and requires the employee to obtain and maintain a Secret U.S. DoD security clearance. Compensation is $45–$75 per hour, with actual compensation depending on factors including location, responsibilities, skills, and experience.

Requirements

• Six years of recent C4ISR or other relevant Electrical Engineering experience in designs, builds, installations, testing, documentation, and recommending corrective actions.
• Bachelor’s degree.
• Must obtain and maintain a Secret U.S. DoD security clearance.
• Ability to communicate effectively in English, verbally and in writing.
• Ability to interface effectively with technical and management personnel at all levels.
• Familiarity with operating machinery and robots safely and efficiently.
• Ability to read and understand technical drawings, datasheets, and written work instructions.

Nice To Haves

• Quality Management System (QMS) experience compatible with ISO 9001:2018.
• Experience with ScanCAD, OrCAD, and/or SOLIDWORKS.

Responsibilities

• Work with the Quality team to complete First Article Inspection Reports and relevant Corrective and Preventive Actions, and submit Technical Data Packages to Configuration Management.
