About The Position

The purpose of this classification is to assist the Utility Operations Director in management and implementation of departmental operations, policies and procedures associated with the Public Works Department Divisions, Storm Water, Sewer Systems, and Solid Waste. This position is an advanced supervisory management position with significant field and administrative responsibilities for planning and delivering program services, responding to emergency situations and supervision of utility operations personnel.

Requirements

  • Bachelor's degree in Business Administration, Environmental Science, or closely related field required
  • Ten (10) years managerial experience and/or training that includes developing, implementing, and monitoring projects and activities preferred
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Valid Georgia Driver’s License

Responsibilities

  • Supervises, directs, motivates, and evaluates assigned staff, processes employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals; participates in the hiring process for Utility Operations divisions.
  • Assists the Utility Operations Director with planning, directing, and coordinating functions of Utility Operations including Storm Water, Street, Sewer Systems and Solid Waste Divisions; assists division superintendents with project estimates, commission agenda items, personnel issues, productivity studies, and divisional reorganization.
  • Consults with City Management, Commissioners, outside agencies, regulatory agencies, and other officials to resolve problems, provide technical expertise, and advice or direction.
  • Plans, directs, monitors, and evaluates department/division programs; coordinates departmental work activities with those of other divisions, departments, contractors, consultants, outside agencies, to include federal, state and local governmental agencies and/or officials.
  • Plans, develops, implements and monitors Utility Operations training and safety-related programs and activities; ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; reviews all accident claims.
  • Assists the director with sewer collection projects and estimates; directs the safe and efficient operation of city sewage treatment plant; monitors and audits Sanitary Sewer Accounts projects and estimates and resolves residential billing issues; consults or directs consultation with the public relative to sewer tap fees, sewer availability and extensions.
  • Assists in preparing department budget; may assist division superintendents with budget preparation; makes recommendations; monitors expenditures.
  • Processes a variety of documentation associated with departmental operations, per established procedures and within designated timeframes; distributes documentation or maintains records as appropriate.
  • Compiles and/or tracks various administrative and/or statistical data pertaining to departmental operations; performs research as needed; makes applicable calculations; analyzes trends; conducts efficiency analysis; prepares and conducts feasibility studies; standards conformance; prepares or generates reports; maintains records.
  • Reads and interprets diagrams, blueprints, and maps.
  • Operates a computer to enter, retrieve, review or modify data in computer database; verifies accuracy of entered data; makes corrections as appropriate; uses knowledge of various software programs to operate a computer in an effective, efficient manner.
  • Communicates with management, employees, city departments, outside agencies, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws, ordinances, regulations and procedures; maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
  • Administers the assessment and information systems process for proposed construction in the City of Albany; approves projects to be assessed to property owners.
  • Oversees the auditing of utility billing reports for outstanding sewer service charges and preparation of appropriate billing.
  • Monitors policy compliance to ensure department uniformity; monitors customer service complaints; coordinates problem resolution and performs follow-up.
  • Assists Superintendents with construction project plan review and cost analysis; may assist the Director in conducting pre-construction meetings for various projects; monitors construction, repair and maintenance of city streets, alleys, sidewalks, public rights-of-way and street sweeping.
  • Manages 26 subordinate supervisors who supervise a total of 145 employees in the Storm Water, Sewer Systems and Solid Waste Departments.
  • Is responsible for the overall direction, coordination, and evaluation of these units.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
