About The Position

The Charlottesville-UVA-Albemarle County Emergency Communications Center (ECC) is seeking an experienced and collaborative public safety leader to serve as Deputy Director – Operations. This senior leadership position plays a critical role in overseeing emergency communications operations, training programs, workforce development, organizational performance, and operational planning for a consolidated regional 9-1-1 center serving Albemarle County, the City of Charlottesville, and the University of Virginia. Reporting directly to the ECC Executive Director, the Deputy Director helps lead a high-performing organization focused on delivering professional, responsive, and effective emergency communications services in a fast-paced, mission-critical environment. The ideal candidate will bring strong operational leadership experience in public safety communications or a related public safety environment, along with demonstrated success in staff development, strategic planning, performance management, and organizational leadership. This position requires sound judgment, excellent communication skills, and the ability to lead effectively during emergency or high-pressure situations while fostering collaboration with public safety partners and stakeholders. The hiring range for this position is $124,770 – $137,904, depending on qualifications and experience, and includes a comprehensive benefits package and the opportunity to make a meaningful impact in regional public safety operations.

Requirements

  • Graduation from an accredited four-year college or university with coursework in public safety, emergency management, public administration, criminal justice, organizational leadership, or a related field, or any combination of education and experience equivalent to this.
  • Eight years of considerable progressively responsible experience in public safety communications or a closely related public safety environment.
  • Significant supervisory or management experience is required, with demonstrated leadership responsibilities in operational or programmatic functions.
  • Eligible for Commonwealth of Virginia valid driver’s license upon hire.
  • Must meet the requirements to obtain and maintain Virginia Criminal Information Network/National Crime Information Center certification.

Nice To Haves

  • Experience in procedure development, operational planning, performance management, and organizational leadership is strongly preferred.
  • Professional certifications relevant to emergency communications leadership are desirable.
  • Incumbent may elect to achieve and maintain competency to perform duties of a Public Safety Communications Officer/Supervisor provided all requirements of the position are met.

Responsibilities

  • Assists in the leadership, planning, and administration of ECC operational practices and services
  • Provides strategic direction and oversight of assigned operational units and functional areas
  • Develops, implements, and evaluates operational policies, procedures, and performance standards
  • Monitors operational effectiveness through analysis of metrics, reports, and service indicators
  • Supervises and evaluates management and supervisory personnel within assigned areas
  • Supports workforce development, leadership coaching, and organizational performance initiatives
  • Oversees the training and performance improvement programs
  • Ensures compliance with applicable laws, regulations, accreditation standards, and professional practices
  • Participates in budget planning, resource management, and operational forecasting activities
  • Coordinates with partner agencies and stakeholders to promote effective service delivery and collaboration
  • Assumes executive or incident command responsibilities as required
  • Represents the agency in professional, governmental, and interagency settings as needed
  • Performs related work as required
