Requirements

  • Juris Doctor from accredited U.S. law school and licensed to practice law in the State of Colorado.
  • Must be an attorney at law admitted to practice in Colorado and in good standing of the Bar of the State of Colorado.
  • At least ten (10) years of experience as a practicing attorney, with at least five (5) years of experience in municipal law or an equivalent combination of education, training, and experience.
  • Working knowledge of all aspects of the department responsibilities.
  • Advanced knowledge of Colorado municipal law.
  • Advanced knowledge and familiarity with the principles and practices of municipal, state, federal and constitutional law.
  • Advanced levels of judgment and perspective regarding the Town’s goals and objectives.
  • Ability to independently produce logical and persuasive legal analysis to a variety of clients.
  • Ability to independently identify and analyze applicable legal principles that must be considered in achieving the desired organizational outcome.
  • Ability to establish and maintain productive working relationships with a wide variety of Town officials, department heads, and employees.
  • Ability to negotiate resolutions to legal disputes.
  • Ability to independently analyze and interpret local, state and federal code and statutes.
  • Ability to draft legal documents and write code that unambiguously reflects the intended content and purpose.
  • Working knowledge of MS Word and Outlook.
  • Ability to work effectively independently and collaboratively as part of a team.
  • Advanced knowledge of sources, principles, methods and practices utilized in legal research.
  • Advanced knowledge of the ordinances, codes, policies, procedures, practices and operations of the Town.
  • Familiarity with working in a client-focused environment with the ability to perform effectively under tight time constraints.
  • Advanced specialized knowledge and expertise in designated areas of practice within the department such as land use, public safety, water, municipal finance, employment, and contract law.
  • Ability to attend evening meetings.
  • Sedentary work for long periods of time

  • Must satisfactorily complete a criminal background check prior to commencing employment.

Responsibilities

  • Provides legal advice and representation in a client-focused manner to Town departments, Town Council, Town officials, and various boards and commissions, as assigned.
  • Works in partnership with employees and departments of the Town to deliver effective and innovative services.
  • Provides assistance with regard to special legal counsel retained by the Town Attorney.
  • Supervises assigned staff, including training, assigning and reviewing work, evaluating performance, and administrating corrective or disciplinary actions as needed.
  • Performs and manages complex legal research and analysis independently.
  • Provides verbal and written information to departments, including legal opinions.
  • At an advanced level, handles highly complex policy issues.
  • Identifies legal issues raised by Town policies and operations and recommends appropriate course of action to accomplish organizational objectives within applicable legal constraints.
  • Drafts, reviews and approves ordinances, municipal code provisions, resolutions and other documents of legal significance.
  • Drafts, reviews and negotiates contracts and legal agreements.
  • Confers with Town staff, including supervisory, managerial, and administrative personnel, as needed, regarding Town wide and departmental policies and procedures.
  • Advises applicable Town administrators or departments of potential problems or concerns and makes recommendations on changes or improvements.
  • Apprises Town officials on changes and developments in statutory and judicial law affecting Town Charter, Castle Rock Municipal Code, Town policies and operations.
  • Manages, monitors and advises on litigation handled by outside counsel.
  • Attends meetings of Town Council and various boards and commissions when necessary to advise on legal matters, including adjudicative proceedings.
  • Attends offsite meetings and travels to various sites within and outside of Castle Rock.
  • Represents the Town at various hearings and proceedings and associated negotiations.
  • Maintains confidentiality of information consistent with application Town policy, and applicable to state and federal regulations.
  • Acts as Town Attorney in his/her absence.
  • May be assigned to areas requiring specialized expertise and knowledge such as land use, public safety, water, municipal finance, employment, and contract law.
  • Performs other duties as assigned or required.
