About The Position

The State of Nevada Department of Education is hiring for a Deputy Superintendent for the Student Investment Division. This role will perform duties related to fiscal management, strategic planning, facilities and long-term planning, financial impact modeling, resource optimization, compliance, policy and accountability, legislative and rulemaking proceedings, leadership, and stakeholder relations. Nevada is at a critical point for public education with significant investments and a clear legislative direction to improve student outcomes. The Deputy Superintendent will be instrumental in ensuring that current and future investments align with funding requirements, strategic priorities, and the needs of Nevada's schools.

Requirements

  • Bachelor’s degree in finance, accounting, or related field.
  • At least five years of management responsibility, preferably in a public sector environment, or an equivalent combination of experience and/or education.
  • Proven ability to prepare and work with large government budgets.
  • Ability to read, analyze, and interpret statutes and regulations.
  • Strong computer and communication skills.
  • Ability to manage a large staff and complex projects.
  • Understanding of federal and state laws pertaining to public accounting and finance.
  • Thorough knowledge of financial reporting.
  • Experience working with large complex grants and with program audits/accountability.
  • Excellent verbal and written communications skills.
  • Ability to interface with staff, the public, legislators, and other municipalities, state and federal regulators.

Nice To Haves

  • Master's degree preferred.
  • Experience with data systems and information technology preferred.

Responsibilities

  • Developing and monitoring multi-year operating budgets, including financial projections, fiscal notes, and reporting.
  • Engaging in multi-year financial planning and assisting in the preparation of multi-year facilities plans.
  • Projecting the local, state, and national financial impacts of decisions on the operations of the State and local school districts, public charter schools and University schools for gifted children.
  • Advising the Superintendent and grant managers on how to maximize the use of available resources.
  • Oversight of establishing procedures sufficient to ensure compliance with financial laws, regulations, and standard business practices, as well as adherence to Generally Accepted Accounting Principles (GAAP).
  • Oversight of developing and administering fiscal regulations, policies, and procedures.
  • Directing the fiscal administration of programs to fund school districts, charter schools, and subrecipients.
  • Conducting research, recommending strategies, and developing new processes to advance the financial and operational accountability of districts and schools.
  • Participating in legislative and administrative hearings and rulemaking proceedings.
  • Representing the Department publicly through media appearances, conferences, councils, committees, public information campaigns, and testifying before the Nevada Legislature.
  • Representing the Superintendent on committees and at public functions on an as-needed basis, and speaking to professional bodies.
  • Establishing and maintaining cooperative relationships with local, state, and federal government partners.
  • Helping define and achieve the performance-driven, results-oriented vision, mission, goals, and objectives of the Department.
  • Comprehensive oversight of state, federal, and categorical funds.
  • Experience with State education funding models.
  • Indirect oversight of payroll and accounts payable/receivable (AP/AR).
  • Indirect management and oversight of district-level compliance audits and financial reporting.
  • Ensuring accurate and thorough interpretation of and adherence to state laws, education rules, and regulations.
  • Managing and enforcing legal and operational contracts.
  • Directing staff and operations across separate regional locations.
  • Directing and guiding high-level administrative teams.
  • Working effectively in a highly matrixed, team-focused environment.
  • Assessing complex structural and financial issues at varying levels of altitude.
