Deputy Secretary for Capital Programs
About The Position
As the Deputy Secretary for Capital Programs, you will be leading major projects for the Department of General Services that shape state facilities and public services. This role supports projects by providing clear direction, strong coordination, and steady decision-making. This position leads Capital Program operations by guiding planning, design, procurement, and construction activities across the agency. It ensures strong leadership, clear communication, and effective coordination for major statewide projects.
Requirements
- Bachelor's degree in engineering, architecture, construction management, business administration, public administration, or a closely related field; and ten (10) years of progressively responsible executive or senior management experience directing large-scale capital programs, public infrastructure projects, facilities management, construction, engineering, or related operations, including at least five (5) years supervising senior managers or multiple organizational units; or An equivalent combination of education and experience that demonstrates the required knowledge, skills, and abilities.
- At least five years of executive-level experience providing strategic oversight for a geographically diverse capital program consisting of multiple high-profile, complex public infrastructure or facilities projects.
- At least five years of experience serving as the executive accountable for the successful delivery of capital projects that received significant attention from executive leadership, elected officials, the media, or the public.
- At least five years of experience directing multiple executive leaders or organizational divisions responsible for capital planning, design, procurement, construction, and facilities operations.
- At least five years of experience advising Cabinet officials, agency heads, Governors, or other senior executive leadership on capital investment priorities, project risks, and policy decisions.
- At least five years of experience leading large-scale capital programs with responsibility for strategic planning, governance, fiscal stewardship, stakeholder management, and organizational performance across a geographically diverse portfolio.
- Must be able to perform essential job functions.
Nice To Haves
- Master's degree in Public Administration (MPA), Business Administration (MBA), Engineering, Architecture, Construction Management, or a related field
- At least eight years of experience leading engineering, procurement, and construction management teams within a governmental or public-sector organization
- At least eight years of experience managing multi-million-dollar capital budgets and complex procurement activities
- Professional licensure or certification such as Professional Engineer (PE), Registered Architect (RA), Project Management Professional (PMP), Certified Construction Manager (CCM), or similar credential
Responsibilities
- Provide leadership to project design teams to ensure compliance with codes, goals, and requirements
- Set priorities for capital planning, procurement, contracts, and project delivery methods
- Oversee construction activities to ensure safety, quality, budget control, and schedule adherence
- Guide modernization and space planning efforts to support workforce needs
- Develop long-range capital strategies aligned with agency and statewide goals
- Oversee capital budgets and ensure responsible financial stewardship
