About The Position

The Federal Aviation Administration (FAA) awarded the Technical Support Services Contract 5 (T5) to Parsons in April 2023, with Parsons as the prime contractor. This $1.8+ billion contract has a 4-year base period with two 3-year options. The scope of work includes various activities supporting the FAA’s Capital Investment Plan (CIP) and certain reimbursable programs, the FAA NextGen Program, national security programs, and aviation safety. Specific tasks involve site selection and engineering, construction, environmental and fire/life safety, equipment installation and testing, drafting, contract surveillance, and other technical services. Work is conducted nationwide across the FAA’s nine regions, as well as at the Aeronautical Center in Oklahoma City, Oklahoma, and the Technical Center in Atlantic City, New Jersey, and in several U.S. territories. An average staff of 500, with a peak staff over 650, supports this contract, in addition to subcontractors performing construction work. This position provides direction and management to a team of Field Project Managers, Engineers, Construction Managers, Drafters, and Service Contract Act (SCA) field personnel for all work efforts in the region. The successful candidate will assist the Regional Manager with the business, technical, and administrative management of all regional activities. This includes planning and defining program goals, devising methods to accomplish them, and developing in-depth knowledge of client objectives, contract terms, and corporate policies. Familiarity with the integration of engineering, procurement, and construction activities, including aviation-related engineering design (civil, electrical, etc.) for various National Air Space systems and equipment providing critical information for Air Traffic Control, is expected. The candidate must be capable of managing a program up to $50 million in total value. This role serves on a Full-Time basis as a Deputy Regional Program Manager/Project Manager supporting the Technical Support Services Contract Program, focusing on activities within the FAA’s Great Lakes & Central Regions. The position requires 25% travel and the candidate must be local to the Chicago, IL or Kansas City area (within 50 miles). Work is primarily remote, with occasional visits to the Great Lakes & Central Regional offices.

Requirements

  • Bachelor's Degree in Engineering or related technical/business field
  • 10+ years of related work experience
  • A broad general engineering background and project/program management experience on similar project types is required.
  • Experience working on FAA or aviation projects is preferred.
  • Must be able to meet customer security requirements. A background check by federal authorities will be performed.
  • Must be local to the Chicago, IL or Kansas City area (within 50 miles).

Responsibilities

  • Assists the Regional Manager in the day-to-day operations of a regional office, supporting local customer needs for various technical services such as engineering, construction management, and installation.
  • Acts as the Company representative with the client and selected subcontractors during program execution, leveraging program and corporate capabilities to maximize regional performance and selling services to current and potential customers.
  • Assists the Regional Manager and staff of technical employees (project managers, engineers, administrative support, resident engineers, installation technicians), monitoring performance, augmenting staff as needed, and developing staff through training and mentorship.
  • Assists the Regional Manager with incoming work requests, including task analysis, development of implementation strategies, creation of work plans, establishing technical teams, and setting project budgets and schedules.
  • Oversees the implementation and execution of all project processes and procedures in accordance with the approved Program Management Plan, including Risk Management Plans and Quality Control Plans, to maintain Parsons' ISO 9001 certification.
  • Promotes technical excellence through Quality Assurance processes, monitoring technical, safety, quality, cost, and schedule aspects of regional work, and developing improvement strategies and conflict resolution techniques.
  • Monitors and reports to National Program management on the progress of all project activity within the program, including significant milestones, high-risk, and high-profile projects.
  • Performs other responsibilities associated with this position as may be appropriate.
