Seneca Federal Health is seeking a Deputy Project Manager in Atlanta, GA.

Requirements

  • Bachelor's degree required; Master's degree preferred in Public Health, Health Informatics, Computer Science, Quality Management, or a related field.
  • Ability to obtain and/or maintain an active favorable Tier I background check
  • 8+ years of federal program management experience with a dedicated focus on technical Quality Assurance (QA) and Quality Control (QC) operations.
  • 5+ years supporting major CDC, HHS, or comparable federal health data networks with direct QASP, metric tracking, and audit accountability.
  • Proven experience operating quality management frameworks under optimized CMMI Level 3, ISO 9001/20000, or equivalent enterprise structures.
  • Demonstrated proficiency managing complex Integrated Master Schedules (IMS) down to individual atomic deliverable trackings.
  • Project Management Professional (PMP) Certification required.

  • Six Sigma Green Belt, Black Belt, or ISO 20000 / ASQ CQM Certification preferred.
  • CMMI Associate or Practitioner Certification preferred.

Responsibilities

  • Live AQL Dashboard Management: Design, deploy, and maintain a live Acceptable Quality Level (AQL) performance dashboard on the CDC SharePoint environment, executing real-time tracking and reporting any threshold deviations to leadership within 24 hours.
  • Gate 3 Deliverable Authority: Serve as the absolute 'Gate 3' technical sign-off authority for all contractor outputs. Ensure no report, dataset, or documentation package is transmitted to the COR without undergoing formal, dual-reviewer validation and quality checkoffs.
  • Deliverable Registry Control: Own and manage the comprehensive contract Deliverable Registry, indexing all SOW components, version histories, peer-review outcomes, error rates, and formal federal acceptance sign-offs.
  • Schedule Risk Mitigation: Perform critical path analysis on the deliverable schedule using Red-Amber-Green (RAG) tracking indicators, formulating immediate recovery strategies for any baseline project showing variance.
  • Work Intake & Portal Triage: Direct and optimize the SharePoint Contractor Intake Portal, acting as the primary hub to receive, log, estimate, prioritize, and allocate incoming technical support and ad hoc data requests from DHP branches.
  • AI Plan Lifecycle Tracking: Assume core operational ownership over the tracking and updating of the contract AI Use Compliance and Risk Management Plan. Ensure any changes to underlying models or configurations trigger an immediate revision and submission for CO/COR approval.
  • EPLC & Governance Artifact Generation: Author and manage the lifecycle production of over 80 structural governance artifacts annually, including Investment Analysis Reports (IARs), Exhibit 53/300 documents, Alternatives Analyses, and stage-gate briefs.
  • DUA & Confidentiality Auditing: Maintain a centralized, live SharePoint Data Use Agreement (DUA) and Section 308(d) authorization registry, auditing workforce access parameters against active parameters and managing renewal cycles 60 days before expiration.
  • Operational Continuity Handoff: Serve as the fully empowered alternate point of contact for all contract operations, technical work management, and federal communications in the absence or delegation of the Program Manager.
