About The Position

Under general supervision, this position is responsible for working with developer’s civil engineers, inspectors and geotechnical engineers to ensure compliance with the Construction Manual and other standards and regulations relative to subdivision construction. Responds to complaints from citizens. Coordinates pre-construction meetings, daily project visits and final inspections of subdivision projects. Produces GASB valuations of infrastructure and property acquired or donated to the City. Provides highly responsible and complex administrative support to the Engineering Department. Oversees public works and/or maintenance crews on both capital and facilities maintenance projects.

Requirements

  • Associate’s Degree from an accredited university in Drafting and/or Design
  • ten (10) years of experience in a job related field, construction management or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.
  • Valid driver's license
  • Pass a criminal background check (including driving history)
  • Pass drug screen
  • Pass pre-employment physical

Responsibilities

  • Ensures compliance with approved plans, construction documents, regulations and specifications during various stages of site and building construction of commercial, multi family, and residential projects.
  • Performs field inspections of development projects to ensure compliance with Planning Commission and City Council conditions of approval; field inspections include construction projects within proposed subdivision street rights-of-ways, storm drainage systems, roadway construction, parking lot construction, curbing, sidewalk and other applicable activities to ensure compliance with the IFC plans.
  • Reviews construction project pay applications and creates cost projection and tracking to identify underruns and minimize cost overruns.
  • Provides technical support on zoning code, applicable municipal codes, City ordinances and department policies.
  • Assists Public Works in applying standard details for work in the public right-of-way and quality control for contractor repairs and patches, including but not limited to utility tie-ins in the roadway.
  • Monitors contractor performance, retain construction management and inspection assistance as needed.; carries out related activities associated with project construction; interacts with private engineers, inspectors and City staff; tracks progress through photographs and contacting private engineers when deficiencies are identified during construction.
  • Attends meetings for development of project scope and design criteria.
  • Responds to public requests, complaints and determine solutions for responsible party and generates work orders.
  • Maintains inventory and storage of engineered drawings, required documents, and permits for residential and commercial developments and public projects.
  • Updates construction manual and engineering standards with detail drawings.
  • Makes periodic and final inspections of private commercial and residential developments.
  • Plans and communicates schedules and progress records of project activities and expenditures and assists others in establishing project schedules and milestones.
  • Receives and/or reviews information such as new subdivision drawings, capital improvements, government funded work and surveys.
  • Works with City staff and volunteer committees on conceptual design of infrastructure and streetscape projects.
  • Utilizes a variety of computer software to include AutoCAD, Excel, Word and GIS.
  • Interacts and communicates with a wide variety of groups and individuals to include City Administration, Mayor, co-workers, department heads, citizens and the media.
  • Attends monthly safety meetings.
  • Works with City staff and other public agencies in times of natural disaster.
  • Attends continuing education classes pertinent to job.
  • Performs other duties as assigned.
