About The Position

ECS is seeking an experienced cyber leader to serve as the Deputy Program Manager to support the Department of Homeland Security (DHS) Continuous Diagnostics and Mitigation (CDM) program. This role involves providing day-to-day oversight and leadership of CDM technical team operations, including solution design, configuration, testing, release management, production operations, security engineering, and knowledge management services. The position utilizes Scaled Agile Framework (SAFe) and ITIL methodologies. The ideal candidate will operate as a "servant leader" to a team of over 200 individuals, proactively seeking ways to define and improve processes to align and optimize resources across functional areas.

Requirements

  • 12+ years of progressive and broad cybersecurity and program leadership experience
  • Experience successfully starting and managing multiple high visibility, high impact IT/cybersecurity projects
  • Proven knowledge and experience managing projects supporting the Federal government
  • Demonstrated success managing cross-functional, matrixed engineering teams to effectively deliver IT solutions development in large and complex application environments
  • A demonstrated aptitude for complex problem solving and leading teams to success

Responsibilities

  • Manage the day-to-day execution of all technical delivery teams to ensure seamless operational flow
  • Oversee day-to-day engineering task oversight and management
  • Provide technical SLA oversight and ensure SLAs are reflected in team plans
  • Monitor and manage oversight of critical path items
  • Ensure the right people are in the right positions (manage technical staffing)
  • Conduct resource estimation, staff alignment, and accountability
  • Oversee staff onboarding and security processes
  • Ensure roles are clearly defined and teams are held accountable for service delivery
  • Oversee systems engineering optimization
  • Define systems for effective end-to-end systems engineering best practices
  • Work with team leads to identify and implement systems engineering best practices and process improvements
  • Assist with execution of program management duties, responsibilities and SAFe delivery model
  • Coordinate SELC coordination and compliance
  • Work closely with the customer and team to define and implement delivery frameworks and strategies
  • Formulate, organize, and monitor inter-connected projects
  • Conduct ongoing risk and opportunity management
  • Apply change, risk, and resource management to fulfill program objectives
