The NYC Department of Environmental Protection (DEP) is seeking an Administrative Engineer M3 to serve as the Deputy Portfolio Manager (PM) overseeing the administration and operation of a significant subset of projects within the Wastewater Capital Program directorate in Queens, NY. This role supports the PM in managing a portfolio of in-City Wastewater Capital Program projects, including wastewater pump station rehabilitation, Gowanus Canal Superfund CSO Facilities design and construction, and state of good repair upgrades at various Wastewater Resource Recovery Facilities (WRRFs). A typical portfolio consists of a dozen large-scale capital projects in various stages of planning, design, and construction with an aggregate value of $1 Billion or more. The Deputy PM will manage assigned projects and oversee Assistant Managers (AMs) managing projects within the same program or project groups. Responsibilities include directing the oversight of planning, design, and construction of major capital construction projects, ensuring achievement of project goals and milestones, and conforming to scope of work requirements. The selected candidate will also support the preparation, negotiation, and processing of modifications to Consultant Contracts, ensure Environmental Health & Safety is incorporated throughout the project lifecycle, and coordinate with bureau support divisions such as Project Controls, Permit Resource Division, Sustainability, and Contracts Support. The Deputy PM must be capable of quickly recognizing project requirements, providing sustained effort from conception to completion, and continuously monitoring key performance indicators (Scope, Schedule, Budget). The role involves serving as Acting Portfolio Manager in the PM's absence and participating in bureau-wide initiatives. The Deputy PM will perform complex project delivery tasks, resolve interrelated issues, and delegate less complex tasks to AM staff, ensuring close coordination, consistency, and communication within the portfolio. Under the PM's direction, the Deputy PM may serve as the construction lead on design-stage portfolio projects to ensure constructability and provide recommendations on construction methods and sequencing. The selected candidate will evaluate cost-effective alternatives, deep dive into challenged projects, and demonstrate critical thinking, independent data analysis, excellent oral and written communication skills, ability to meet deadlines, and flexibility. Fieldwork may be required, including standing and walking on uneven surfaces in various weather conditions. This position is open to permanent Civil Service Administrative Engineers only.
