About The Position

This position is responsible for assisting in the strategic oversight, leadership, and operational control of the City’s technology infrastructure. Under the general direction of the Information Systems Director, the Deputy Director manages daily operations, oversees cybersecurity defenses, and exercises strict governance over third-party Managed Service Providers (MSPs).

Requirements

  • Bachelor’s Degree in Management Information Systems, Computer Science, or a related field
  • Minimum of eight (8) years of progressively responsible professional experience in systems administration, network security architecture, or enterprise technology management
  • Three (3) years supervisory experience
  • An equivalent combination of education and experience sufficient to provide the applicant with the knowledge, skills and ability to successfully perform the essential functions of the job will be considered.
  • Operating a vehicle in City traffic in various weather conditions is also required.

Nice To Haves

  • Professional certifications such as Certified Information Systems Security Professional (CISSP), Project Management Professional (PMP), or specialized credentials in enterprise cloud administration and emerging Artificial Intelligence auditing.
  • Experience with enterprise resource planning (ERP) systems.
  • Public sector Information Systems experience.

Responsibilities

  • Serves as the chief advisor on information technology security matters.
  • Manages the global security, access rules, and long-term reliability of IT infrastructure, systems, and enterprise cloud networks.
  • Develops, implements, and maintains City-wide governance and acceptable-use policies for Artificial Intelligence (AI) utilities and large language models (LLMs).
  • Collaborates with City department heads to formally vet requests for AI integrations.
  • Oversees, audits, and evaluates daily performance and ticket workflows of outsourced Managed Service Providers (MSP) and third-party contractors.
  • Directs, coaches, and supervises assigned MIS staff.
  • Assigns tasks, reviews works and sets performance metrics.
  • Assists Department Director with performance evaluations, transfers/promotions and disciplinary activities
  • Designs, implements, and maps complex new IT systems, network infrastructure, and cross-discipline cloud integrations.
  • Monitors the overall health and performance of City IT networks.
  • Troubleshoots system failures and architectural errors.
  • Assists the Director in formulating, planning, and monitoring the annual departmental operating budget; prepares, and recommends citywide multi-year information technology capital improvement funds (CIP).
  • Prepares Requests for Proposals (RFPs), bid specifications, and vendor contracts for citywide technology purchases.
  • Reviews, vets, and authorizes technical equipment and software procurement.
  • Ensures compliance with Federal, State, and local laws, regulations, and public data retention statutes (e.g., CJIS standards, HIPAA, and FOIA)
  • Drafts and implements internal MIS operational guidelines, Department policies and procedures, technical standard operating procedures, and emergency disaster recovery frameworks to optimize program effectiveness.
  • Provides organizational IT leadership by offering strategic consultation and technical partnership to internal customer departments.
  • Represents the MIS department in high-level meetings with vendors, elected officials, and external bodies.
  • Prepares data and reports directly to the Director, Mayor, and City Council regarding active technical projects, operations, and services.
  • Works flexible hours including extended days, evenings and weekends, as needed.
  • Other duties as assigned.
