About The Position

The Texas Department of Family and Protective Services (DFPS) works to build on strengths of families and communities to keep children and vulnerable adults safe, so they thrive. We do this through investigations, services, and referrals. This position performs advanced (senior-level) managerial work directing and overseeing Human Resources (HR) programs and operations. It provides strategic leadership for workforce development and HR functions to support agency goals, compliance requirements, and organizational effectiveness. The role involves planning, developing, and implementing policies, procedures, and programs; overseeing budget and reporting functions; and ensuring alignment with state and federal regulations. The work is performed under minimal supervision, with extensive latitude for the use of initiative and independent judgment.

Requirements

  • Graduation from an accredited four-year college or university with a degree in Human Resources, Business Administration, Public Administration, or a related field.
  • At least eight (8) years of progressively responsible experience in Human Resources, workforce development, or organizational management, including four (4) years in a supervisory or management role.
  • Relevant experience may substitute for education on a year-for-year basis.

Nice To Haves

  • Experience in public sector or state agency Human Resources
  • Experience with classification and compensation, workforce planning, or HR policy development
  • Experience managing large, complex HR programs or divisions
  • Professional HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR)
  • Certification in Human Resources preferred.

Responsibilities

  • Directs and oversees Human Resources programs and operations to ensure alignment with agency goals and compliance with applicable laws, regulations, and policies.
  • Provides strategic leadership for workforce development, classification, compensation, workers’ compensation, veterans’ services, and policy development.
  • Establishes program goals, priorities, and performance measures and evaluates outcomes to support continuous improvement.
  • Develops, implements, and monitors HR policies, procedures, and guidelines.
  • Ensures compliance with DFPS policies and all applicable state and federal laws and regulations.
  • Provides guidance and technical assistance to agency leadership, staff, and external stakeholders.
  • Serves as a liaison with regulatory and oversight entities.
  • Directs HR budget planning and monitors expenditures to ensure fiscal responsibility and alignment with program priorities.
  • Reviews and approves major expenditures and ensures compliance with funding requirements.
  • Oversees the collection, analysis, and reporting of HR data to monitor performance and support decision-making.
  • Establishes reporting requirements and performance metrics.
  • Identifies trends and opportunities for improvement and ensures development of reports and recommendations.
  • Develops and implements evaluation methodologies, quality standards, and performance measures.
  • Oversees audits, studies, and reviews to assess compliance, efficiency, and effectiveness.
  • Implements process improvements and innovative solutions.
  • Develops and implements short- and long-term plans for HR programs.
  • Coordinates activities with agency leadership, program areas, and external partners to ensure alignment with organizational priorities.
  • Represents the agency in meetings, legislative sessions, workgroups, and other forums.
  • Provides presentations and guidance to leadership and stakeholders.
  • Assists with responses to audits, legislative inquiries, and external reviews.
  • Selects, manages, and develops staff.
  • Establishes performance expectations and conducts evaluations.
  • Provides coaching and training to support employee performance and growth.
  • Performs related work as assigned.
