About The Position

This position is part of Storm Water Services and reports to the Regulatory Division Manager. The Regulatory Division includes more than 55 staff across the Surface Water Quality (SWQ) and Land Development programs, which administer the City's NPDES permit, implement water quality capital projects, and enforce stormwater regulations throughout the development process. This position will primarily focus on the Surface Water Quality and Environmental Permitting programs while helping align SWQ and Land Development programs through consistent application of regulations. The role will provide strategic leadership and oversight for regulatory compliance, capital planning, operational performance, and program improvement initiatives. This position requires strong leadership, sound technical judgment, and the ability to build collaborative relationships across programs while balancing regulatory requirements, operational priorities, and long-term program goals.

Requirements

  • Knowledge of stormwater management programs, regulatory requirements, and related environmental regulations, including NPDES permit requirements and Section 401/404 permitting.
  • Ability to provide supervisory leadership, support staff development, and promote a positive and inclusive work environment.
  • Ability to establish division-wide priorities and allocate resources across programs.
  • Ability to advise executive leadership on regulatory, operational, and policy matters.
  • Ability to develop and implement strategic initiatives that align Regulatory Division programs with organizational goals and long-term priorities.
  • Ability to balance competing priorities, address complex issues, and build consensus among staff, developers, consultants, regulatory agencies, and other stakeholders.
  • Ability to communicate clearly and effectively, both verbally and in writing, with staff, leadership, elected officials, and the public.
  • Ability to manage operating budgets, support fiscal planning, and ensure accountability for resources.
  • Ability to provide strategic oversight for the planning, prioritization, and implementation of capital improvement programs.
  • Ability to establish expectations, monitor performance, and use data to support program decisions and improvements.

  • Bachelors Degree - Engineering with seven (7) years of experience
  • Masters Degree - Engineering with five (5) years of experience

Nice To Haves

  • Knowledge and experience in storm water management, engineering principles, and City of Charlotte land development permitting practices.
  • Supervisory experience.
  • Registration as a Professional Engineer (PE)

Responsibilities

  • Provide leadership and direction to Surface Water Quality Program Managers and assume direct supervisory responsibilities as the organizational structure is implemented.
  • Assist the Regulatory Division Manager with oversight of Surface Water Quality and Environmental Permitting programs, including operational priorities, program coordination, and implementation of the Surface Water Quality reorganization.
  • Coordinate with Land Development program leadership to ensure consistent interpretation of regulations, improve customer service, and enhance collaboration across the City's development review process.
  • Coordinate responses to development-related stormwater concerns by working with staff to evaluate issues and communicate findings and next steps to residents and stakeholders.
  • Assist with implementation of Storm Water Services’ Strategic Plan and advance initiatives that improve environmental stewardship, program effectiveness, and service delivery.
  • Coordinate activities across Surface Water Quality and Land Development programs, and other Storm Water Services divisions to promote consistent program implementation.
  • Assist with resource planning, budgeting, and workload management while working with Program Managers to establish priorities and improve operational efficiency.
  • Ensure programs meet regulatory requirements, including NPDES permit conditions and Section 401/404 permitting requirements.
  • Provide strategic oversight and coordination for Surface Water Quality capital programs, long-term initiatives, and organizational priorities.
  • Represent Storm Water Services at City Council rezoning meetings and other external meetings as needed.
  • Perform other related duties as assigned.
