About The Position

The Fiscal Affairs Department (FAD) at the IMF provides policy and technical advice on public finance to member countries, supporting capacity development initiatives. FAD is seeking to fill one of two Deputy Division Chief positions in Revenue Administration Division 2 (R2). This division supports countries in Africa (AFR) and the Western Hemisphere (WHD) by developing strategies to reform and modernize revenue administration systems, including tax and customs administration and social security contribution collection. R2 oversees the quality and organization of capacity development (CD) delivery to AFR and WHD countries, collaborating with the World Bank and other CD providers to enhance revenue administration organization and management. The division also offers technical support for revenue administration components in Fund advice, coordinates CD through regional centers, leads the analytical agenda and tool development for revenue reforms, and engages with external donors. The Deputy Division Chief will support the Division Chief in planning and implementing the division’s CD work and analytical program, managing a diverse staff, including HQ-based Technical Assistance Advisors and in-country CD experts. The role involves contributing to the recruitment and management of experts, leveraging knowledge of modern revenue administration practices to assist member countries, and leading complex technical assistance missions. The Deputy will liaise with the World Bank and other agencies, provide guidance to project managers, and collaborate with other FAD divisions and departments on cross-regional tax reform approaches and Fund priorities. In the Division Chief's absence, the Deputy will manage the division's day-to-day operations and substitute for the other Deputy Division Chief as needed.

Requirements

  • An advanced university degree in Economics, Finance, or a related field of study or equivalent.
  • A minimum of fifteen (15) years of relevant professional experience, including supervisory or managerial experience.

  • Hands-on experience supervising and coordinating such projects.

Responsibilities

  • Oversee the organization and quality control of CD delivery to AFR and WHD countries.
  • Provide technical support to area departments on the design and implementation of revenue administration components of Fund advice.
  • Coordinate and supervise revenue administration CD provided through regional centers.
  • Lead the analytical agenda and development of tools to support countries’ revenue reforms.
  • Engage with external donors and organizations active in revenue administration issues.
  • Support the Division Chief in planning and implementing the division’s CD work and analytical program.
  • Manage and supervise a multicultural group of staff, HQ-based Technical Assistance Advisors, and CD experts stationed in the countries covered by the division.
  • Contribute to recruiting and managing both long-term and short-term experts.
  • Lead complex technical assistance diagnostic and advisory missions in revenue administration.
  • Liaise with the World Bank and other agencies supporting revenue administration reforms in the division’s countries.
  • Provide sound guidance to project managers and staff on matters relating to revenue administration.
  • Collaborate with counterparts in other divisions and departments to develop cross-regional approaches to tax reform and support the Fund’s broader priorities.
  • Contribute to and/or lead the divisional contributions to implement relevant corporate strategies, including FAD’s CD Strategy and other FAD-wide initiatives.
  • Take responsibility for day-to-day management of the division in the absence of the Division Chief.
  • Substitute for the other Deputy Division Chief as needed.
