About The Position

The Department of Business and Industry is hiring for a Deputy Division Administrator within the Mechanical Compliance Section of the Division of Industrial Relations. The position can be filled in either Reno or Las Vegas depending on the chosen candidate and the needs of the agency. The Mechanical Compliance Section is a dynamic agency committed to protecting Nevada's workers and the public through the administration and enforcement of laws governing workplace safety, mechanical safety, employer compliance, and workers' compensation. The ideal candidate is a collaborative, strategic leader with experience in regulatory, inspection, engineering, mechanical safety, or public-sector programs, preferably involving elevators, escalators, moving walks, boilers, or pressure vessels. They should demonstrate strong leadership, personnel management, organizational, and budget oversight skills and be adept at interpreting statutes, regulations, and safety codes while working effectively with industry stakeholders, legal counsel, and public or legislative bodies. They is an effective communicator who exercises sound judgment, promotes accountability and professionalism, and is committed to ensuring public safety through fair, consistent, and effective regulatory oversight.

Requirements

  • At least three years of experience in engineering, safety, or public management.
  • Strong leadership, budgeting, and personnel management skills.
  • Understanding of legislative and regulatory processes.
  • Effective communication skills.
  • Ability to collaborate with diverse teams and legal counsel.
  • Ability to maintain strong internal and external relationships.
  • Proficiency with Microsoft Office, Adobe Acrobat, and web-based applications.

Nice To Haves

  • Certification as a Qualified Elevator Inspector
  • Commission from the National Board of Boiler and Pressure Vessel Inspectors
  • Related degree (may be substituted with equivalent experience)

Responsibilities

  • Coordinating section workflow to ensure compliance with NRS 455C and NAC 455C.
  • Overseeing the planning and permitting process for the installation and alteration of elevators, boilers, and pressure vessels.
  • Overseeing the ongoing inspection and permitting for elevators, boilers, and pressure vessels.
  • Overseeing third party inspection programs for elevators, boilers, and pressure vessels.
  • Overseeing the elevator emergency response program.
  • Providing oversight of enforcement of regulated persons or entities which violate NRS, NAC, and adopted codes.
  • Providing oversight of the licensing of elevator mechanics, elevator mechanic helpers/apprentices, elevator inspectors, and boiler inspectors.
  • Developing and implementing the section’s strategic goals and initiatives.
  • Assisting in budget preparation for the Mechanical Compliance Section.
  • Managing the recruitment, training, and development of staff including performance evaluations, employee relations, and performance management.
  • Assisting with analysis of legislation, regulations, and policy implementation.
  • Testifying before Legislative committees and making presentations.
