About The Position

The Kings County District Attorney’s Office (KCDA) is seeking a Deputy Director for its Human Resources Unit/Employee Services. The HR Department is responsible for all personnel matters for current, prospective, and former employees, supporting executive decisions impacting the workforce. The team ensures adherence to civil service rules, regulations, and executive policies, while also managing recruitment, onboarding, performance management, benefits administration, career counseling, training, labor relations, and data management. HR utilizes agency and city systems for data analysis, report generation, and project supervision to enhance staff relations. The department guides employees on personal matters and responds to policy-related inquiries. The Deputy Director, under the general direction of the Chief of Employee Services, will play a key role in facilitating daily operations and objectives.

Requirements

  • Only candidates who are permanent in the Administrative Staff Analyst title (or a comparable administrative title) or those who are reachable on the Open-Competitive Exam may apply.

  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
  • Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above.
  • OR A baccalaureate degree from an accredited college and four years of professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • OR An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • OR A four-year high school diploma or its educational equivalent approved by a state’s department of education or a recognized accrediting organization and eight years of full-time satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.
  • OR A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience.
  • All candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above.

Responsibilities

  • Represent KCDA at various City government meetings.
  • Facilitate a collaborative relationship with oversight agencies such as Department of Citywide Administrative Services (DCAS), Office of Labor relations (OLR), Office of Payroll Administration (OPA), the Mayor's Office, labor unions and other City agencies and affiliates.
  • Oversee all recruitment processes, including timely posting of job vacancies on various platforms, ensuring correct job title categorization, precise salaries, and promotion on suitable platforms.
  • Manage the interview and selection process utilizing NYCAPS e-hire platform Smart Recruiter.
  • Facilitate civil service hiring pools, list calls and DP-72 and DP-189 processes.
  • Oversee NYCAPS data entry for all personnel transactions such as new hire actions, transfers, promotions, separations, leaves, etc., ensuring accurate processing.
  • Oversee new requests and tasks required to properly onboard new employees, interns, consultants, volunteers, 211/212 candidates, ensuring necessary documents, processes, and deadlines are adhered to prior to the employee's start date.
  • Organize onsite staff and consultation for managerial and supervisory staff.
  • Plan, coordinate, execute, and monitor performance management training for legal and non-legal staff, ensuring agency goals and initiatives are met.
  • Manage job classifications for the agency, which includes drafting justification documents, job descriptions, identifying appropriate civil service titles, and attending classification hearings.
  • Provide oversight to recruitment, benefits, onboarding, and performance management areas.
  • Facilitate meetings with varying departments and staff to troubleshoot and resolve HR related issues and inquiries.
  • Direct and assist with special projects delegated from executive management and perform other related HR management tasks as needed.
