About The Position

The Kings County District Attorney’s Office (KCDA) is seeking a Deputy Director of Human Resources to join its Human Resources Unit/Employee Services. The HR Department oversees all personnel matters for prospective, current, and former KCDA employees, ensuring adherence to civil service rules, regulations, and executive policies. The team handles recruitment, onboarding, performance management, benefits administration, career counseling, training, labor relations, and data management. HR utilizes agency and city systems to analyze data, produce confidential reports, and supervise projects to enhance staff relations. The Deputy Director will report to the Chief of Employee Services and will play a key role in facilitating daily operations and objectives of the agency.

Requirements

  • Permanent in the Administrative Staff Analyst title or a comparable administrative title, or reachable on the Open-Competitive Exam.
  • Include a copy of your Notice of Result card or indicate if you are already permanent in the title.
  • A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
  • Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity, including supervising staff performing professional work in the areas described above.
  • OR A baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • OR An associate degree or completion of 60 semester credits from an accredited college and six years of full-time satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • OR A four-year high school diploma or its educational equivalent and eight years of full-time satisfactory full-time professional experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.
  • OR A combination of education and/or experience equivalent to the above, with college education substituted for professional experience at the rate of 30 semester credits for one year of experience. All candidates must have a high school diploma and at least two years of experience as described above, including the 18 months of executive, managerial, administrative, or supervisory experience.

Nice To Haves

  • A master’s degree from an accredited institution with at least ten (10) years of HR management experience - City experience preferred
  • A bachelor’s degree from an accredited institution with at least fifteen (15) years of HR management experience - City experience preferred.
  • Possession of HR and EEO certifications and versatility in the areas.
  • Structured interviewing knowledge.
  • Knowledge of Civil Service laws and policies.
  • Experience interfacing with union.
  • Knowledge of City personnel rules, policies and processes.

Responsibilities

  • Represent KCDA at various City government meetings and facilitate collaborative relationships with oversight agencies such as Department of Citywide Administrative Services (DCAS), Office of Labor relations (OLR), Office of Payroll Administration (OPA), the Mayor's Office, labor unions, and other City agencies and affiliates.
  • Oversee all recruitment processes, including timely posting of job vacancies, ensuring correct job title categorization, precise salary information, and promotion on suitable platforms.
  • Manage the interview and selection process utilizing NYCAPS e-hire platform Smart Recruiter, and facilitate civil service hiring pools, list calls, and DP-72 and DP-189 processes.
  • Oversee NYCAPS data entry for all personnel transactions such as new hire actions, transfers, promotions, separations, and leaves, ensuring accurate processing.
  • Oversee new requests and tasks required for onboarding new employees, interns, consultants, volunteers, and 211/212 candidates, ensuring adherence to necessary documents, processes, and deadlines.
  • Organize onsite staff and consultation for managerial and supervisory staff.
  • Plan, coordinate, execute, and monitor performance management training for legal and non-legal staff, ensuring agency goals and initiatives are met.
  • Manage job classifications for the agency, including drafting justification documents, job descriptions, identifying appropriate civil service titles, and attending classification hearings.
  • Provide oversight to recruitment, benefits, onboarding, and performance management areas.
  • Facilitate meetings with varying departments and staff to troubleshoot and resolve HR related issues and inquiries.
  • Direct and assist with special projects delegated from executive management and perform other related HR management tasks as needed.
