About The Position

This position is ONLY OPEN TO CURRENT FULL-TIME ANNUALLY PAID PARKS EMPLOYEES. The vacancy is open to current permanent Parks employees serving in the Administrative Community Relations Specialist civil service title or on leave from the title, or permanent Parks employees in or on leave from a comparable title (e.g. Administrative Staff Analyst or Administrative Manager), or Parks employees who are reachable on the Administrative Community Relations Specialist civil service list or a comparable civil service list or qualify for a comparable title. The Deputy Director of Contracts will be responsible for overseeing the Agency's procurements for standard services, supervising the contracts unit staff, and coordinating with internal units and divisions on procurement issues, payments, and planning. The role involves negotiating, drafting, and editing solicitation documents and contracts, ensuring compliance with all relevant rules and laws, and advising leadership on contract-related matters. The position requires utilizing various city systems for procurement processing and overseeing the entire procurement administration process.

Requirements

  • Current permanent Parks employees serving in the Administrative Community Relations Specialist civil service title or on leave from the title.
  • Permanent Parks employees in or on leave from a comparable title (e.g. Administrative Staff Analyst or Administrative Manager).
  • Parks employees who are reachable on the Administrative Community Relations Specialist civil service list or a comparable civil service list or qualify for a comparable title.
  • A baccalaureate degree from an accredited college or university and four years of satisfactory, full-time community liaison, community organization or community relations experience, at least two years of which must have been in a broad administrative or policy-making capacity with responsibility for planning, organizing, coordinating, developing, evaluating and/or administering a large community service program or activity.
  • OR A four-year high school diploma or its educational equivalent and eight years of satisfactory, full-time experience as described above, at least two years of which must have been in a broad administrative or policy-making capacity.
  • OR Education and/or experience equivalent to the above.
  • Undergraduate education above the high school level may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience, at the rate of 30 semester credits from an accredited college or university for each year of experience, up to a maximum of 4 years.
  • Graduate education beyond the baccalaureate degree may be substituted for the community liaison, community organization or community relations experience, but not for the two years of broad administrative or policy-making experience, on the basis of 30 graduate credits from an accredited college or university for each year of experience, up to a maximum of 2 years.
  • All candidates must possess a four-year high school diploma or its educational equivalent and two years of full-time experience in a broad administrative or policy-making capacity.

Responsibilities

  • Overseeing the Agency's procurements for standard services.
  • Supervising the contracts unit staff and overseeing their workload and performance.
  • Working with internal units in Purchasing & Accounting on procurement issues and payments.
  • Coordinating with divisions regarding their procurement planning.
  • Negotiating, drafting and editing intricate and significant solicitation documents and contracts.
  • Reviewing, revising, and approving agreements prepared by other professional staff.
  • Ensuring that procurements meet the Agency's needs and that all relevant rules and laws are followed when processing competitive procurements, including compliance with Local Law 63, Local Law 1 and other rules and laws that impact the procurement process.
  • Ensuring that solicitation documents contain relevant language regarding MWBE participation goals, Prevailing Wage, Community Hiring and other pertinent requirements.
  • Advising the Deputy Agency Chief Contracting Officer (DACCO) and Agency Chief Contracting Officer (ACCO) on issues concerning solicitation, award, administration and termination of contracts.
  • Reviewing incoming Contract Action Requests (CARs) to ensure that the solicitation method, proposed contract term and total contract amount are appropriate and assigned to staff.
  • Supervising and monitoring staff performance.
  • Ensuring that staff continuously receive necessary updates and training to successfully complete their work.
  • Developing and implementing creative solutions to manage a demanding workload.
  • Working with staff, program personnel and the Office of the General Counsel to ensure procurements meet the needs of the Agency.
  • Addressing and following up on outstanding issues.
  • Representing the DACCO and ACCO at public hearings, meetings with Agency personnel and meetings with oversight agencies to facilitate the development, review and approval of procurement actions.
  • Conducting difficult and involved negotiations on behalf of the Agency.
  • Utilizing PASSPort, Financial Management System (FMS) and internal tracking systems, and other systems for the review, approval and processing of solicitations, Request for Interests (RFIs), Responsibility Determinations, Pre-Solicitation Reviews (PSRs), and Recommendation for Award (RFAs).
  • Overseeing the administration of the procurement process, including issuance of solicitations, pre-bid meetings, issuance of addenda receipt of bids, bid opening, determinations of responsiveness, proposal evaluation, Best and Final Offers (BAFOs) and clarifications.
  • Drafting internal procedures to ensure compliance with all procurement regulations.
