About The Position

Subject to administrative approval, the incumbent is accountable for: (1) representing the Executive Director on all Construction and Professional Services related issues; (2) preparing the annual operating budget request for the Construction Administration and Professional Services Divisions; (3) ensuring the proper execution of CDB policies and procedures to effectively manage and control capital construction activities including Project Labor Agreements; (4) planning and coordinating new agency programs, determining priorities and general target dates, evaluating and implementing modifications where required to ensure continuous program development; (5) implementing procedures for streamlining the workflow of the Construction Administration and Professional Services Divisions to assure timely completion of projects; (6) managing the activities of the Professional Services Division staff in Springfield and the Construction Administration Division staff located in Springfield, Chicago, Carbondale, East Saint Louis, Peru, Rockford and Sterling; monitoring and reviewing all expenditures of the two divisions. The incumbent is required to have a valid Illinois Driver’s license and proper vehicle insurance as moderate travel and overnight lodging may occur. The incumbent may be based out of Springfield or Chicago.

Requirements

  • Knowledge, skill, and mental development equivalent to completion of four years of college culminating with a bachelor’s degree in either architecture, engineering, business, or a degree in a construction related field and three years of experience on one of the above fields.
  • Seven years of experience in architecture, engineering, business, or a construction related field in lieu of a bachelor’s degree and three years of experience.

Responsibilities

  • Develops, administers, and interprets policies and implements procedures to ensure timely, cost-effective construction of the most complex and significant capital construction projects, with an emphasis on reduced energy consumption and sustainability.
  • Confers with agency heads, legislators, industry representatives, labor representatives, university presidents/staff, and local officials to discuss their needs concerning proposed new construction and remodeling.
  • Oversees the negotiations and assists the Construction Administrator with the coordination project plans, budget, objectives, and schedules with management of affected customer agencies to establish and/or manage customer expectations.
  • Serves as an advisor to the CDB Executive Board, Executive Director and Chief of Staff in ensuring established strategies are being implemented.
  • Renders appropriate recommendations on personnel actions initiated by the Construction Administrator and the Professional Services Administrator furnishing justifications for recommended actions.
  • Gives presentations to stakeholders and provides updates on unit measures and analysis of division performance.
  • Assists in the implementation of technology improvements to drive, track and measure successful management, monitoring and delivery of the CDB mission.
  • Ensures professional development plans and employee reviews are maintained and kept current.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
