About The Position

The Deputy Director, Employment Services and Integration provides strategic and operational leadership for LSSNCA’s Refugee Social Services (RSS), Refugee Transitional Cash Assistance (RTCA) and Refugee Career Pathways (RCP) programs in Maryland. This position ensures that RSS, RTCA and RCP deliver high-quality, compliant, and client-centered services that move refugees, asylees, Special Immigrant Visa holders, and other ORR-eligible populations toward economic self-sufficiency. Reporting to the Director of Refugee and Immigrant Programs and sitting between program management and agency leadership, the Deputy Director directly supervises the Employment and Integration Services Manager, serves as a primary point of contact with the Maryland Office for Refugees and Asylees (MORA) and other funders on matters related to assigned programs, provides strategic planning and partnership development with community resources which can strengthen program services and ensures RSS, RTCA and RCP are well-integrated with LSSNCA’s broader continuum of Maryland resettlement and integration services. This position is based in Greenbelt, with travel to Frederick and/or Arbutus and other area locations as needed.

Requirements

Bachelor’s degree in Social Work, Human Services, Workforce Development, Business, or related field required; Master’s degree preferred.
Minimum 6 years of experience in refugee/immigrant services, employment services, or workforce development, including at least 3 years in a supervisory or program management role.
Strong knowledge of Maryland refugee employment programs (RTCA/RCA and RCP) and of MORA and ORR compliance requirements.
Demonstrated experience managing state and/or federal grants, including budgeting, compliance, and reporting.
Proven ability to supervise, mentor, and develop staff.
Excellent organizational, communication, and public speaking skills.
Proficiency in Microsoft Office applications (Excel, Word, PowerPoint) and case management/data systems (e.g., Apricot, MDET, MRIS).
Ability to work effectively across programs and with diverse, multilingual populations.
Valid driver’s license and reliable transportation.

Nice To Haves

Direct experience with RSS, RTCA and/or ORR grant models specifically.
Experience representing an organization before state agencies (e.g., MORA) or federal funders.
Multilingual ability preferred (e.g., Dari, Pashto, Spanish, or other relevant languages).
Experience integrating employment services with case management, health, or housing programs.

Responsibilities

Provide strategic and operational oversight of the RSS, RTCA and RCP programs, ensuring service delivery meets MORA, ORR, and other funder requirements.
Serve as a primary liaison with MORA and other state/federal funders on RSS, RTCA and RCP program performance, compliance, and contract requirements.
Develop partnerships, systems, and services that meet metrics as required for RSS, RTCA and RCP.
Support all program staff in building understanding of Scopes of Work and in attaining needed skills, resources and relationships for success in each program.
Ensure RTCA cash assistance eligibility determinations, case management, and required state reporting are completed accurately and within mandated timeframes.
Ensure RSS services of recruitment of eligible clients, career preparation, job upgrades, removal of barriers, and employer partnerships meet all funder requirements and creatively target unique needs of populations served.
Ensure RCP career pathways services — career coaching, credential and licensure support, vocational training referrals, and individualized career development plans — are delivered consistent with ORR grant requirements.
Monitor program data and outcomes in case management systems (e.g., Apricot, MORA database, MDET/MRIS) to track performance against contract benchmarks and KPIs and work closely with the Performance Quality Improvement (PQI) team in addressing quality goals.
Oversee preparation and timely submission of RSS, RTCA and RCP reports to MORA, ORR, and other funders, ensuring accuracy and quality.
Lead or support audits, monitoring visits, and corrective action plans related to RSS, RTCA and RCP.
Ensure RSS, RTCA and RCP program design and service delivery align with agency-wide client-centered, trauma-informed practices.
Directly supervise the Employment and Integration Services Manager, who oversees Employment Coordinators and Specialists delivering RSS, RTCA and RCP services.
Provide coaching, regular one-on-one meetings, performance feedback, and professional development support.
Ensure staff adherence to program models, case management standards, and documentation requirements.
Lead weekly program team meetings and case reviews to promote consistency, compliance, and continuous improvement.
Support recruitment, onboarding, and training of new RSS and RTCA program staff.
Support the current RCA staff in upcoming program close out before October 2026.
Participate in weekly Entrepreneurial Operating System (EOS) leadership team meetings with RIS Director, PQI Director, and other high level program leaders.
Support bi-weekly All Maryland RIS Staff Meetings.
Partner with the Director of Refugee and Immigrant Programs to align RSS, RTCA and RCP with LSSNCA’s broader Maryland service continuum (Extended Case Management Program, Immigrant Health Care Connection, Housing, Resettlement and others).
Identify and pursue opportunities to strengthen coordination between RSS, RTCA, RCP and other internal programs to support holistic client outcomes.
Work in partnership with the LSSNCA RIS Director and Advancement team to identify and develop sources of funding for ongoing LSSNCA employment services in Maryland beyond ORR allowed time limits of 60 months.
Represent RSS, RTCA and employment development strategies within LSSNCA’s program leadership structure, contributing to agency-wide planning and policy discussions.
Partner with RIS Director and Finance to develop and monitor RSS, RTCA and RCP program budgets; ensure spending aligns with grant terms.
Oversee grant tracking, billing, and reporting requirements for assigned programs.
Ensure fiscal practices comply with funder and organizational policies.
Build and maintain relationships with employers, training providers, community colleges, workforce development, and community partners across Maryland.
Represent LSSNCA at MORA-convened meetings, employer engagement events, and interagency collaborations.
Support staff in developing employer pipelines and sector-based employment opportunities tied to career pathways.
