About The Position

The Drug Control Program (DCP), situated within the Department’s Bureau of Health Professions Licensure, is tasked promoting prescription drug security and safe prescribing, dispensing and administration practices, and the certification of non-licensed health care professionals. DCP consists of the Massachusetts Controlled Substance Registration Program, the Prescription Monitoring Program (PMP), the Pharmaceutical and Device Manufacturer Code of Conduct (PCOC), the Drug Stewardship Program, the Medication Administration Program (MAP), the Nurse Aide Registry (NAR), the Certified Medication Aide (CMA) program, the DCP Enforcement Unit, and the Drug Formulary Commission. The Deputy Director aids the DCP Director in managing programs and supervising staff, ensuring compliance with statutory mandates and regulations. They are involved in major regulatory and policy decisions and promote continuous program improvement.

Requirements

  • Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
  • A tax & background check will be completed on the recommended candidate as required by the regulations set forth by the Human Resources Division prior to the candidate being hired.
  • Education, licensure and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines.

Responsibilities

  • Establish and communicate the vision and strategic direction of assigned programs within DCP.
  • Provide direct supervision and support to assigned program teams within DCP.
  • Oversee the daily operations, maintenance and technical support of assigned units.
  • Engage in strategic planning to determine appropriate policies and program priorities.
  • Draft, revise, and finalize policy documents for assigned programs.
  • Provide oversight in the response to internal and external data requests, including those from media, law enforcement, researchers and licensure boards.
  • Ensure implementation of statutory and regulatory changes and grant requirements.
  • Assess and review existing regulations and develop regulatory amendments.
  • Analyze and draft written testimony on legislation that may impact DCP.
  • Produce technical and legislative reports.
