About The Position

The DGS Division of Purchases & Supply (DPS) is seeking a Deputy Director to lead bureaus within the Division. Reporting to the Division Director, this position interacts with public and private senior officials throughout the Commonwealth. The position will assist the Division Director in leading, directing, and advancing its mission as set forth in Title 2.2, Chapter 11, § 2.2-1109 et seq. of Virginia Code, and in accordance with Chapter 43, entitled the Virginia Public Procurement Act ("VPPA") and other relevant statutes. DPS facilitates and ensures that every public body in the Commonwealth is able to purchase the highest quality materials, equipment, supplies, printing, and non-professional services at a reasonable cost and ensures that all procurement procedures are made in conformity with the Code of Virginia. DPS is comprised of several bureaus, including Policy, Consulting & Review; Strategic Sourcing & Contracting; eVA Procurement; Virginia Institute of Procurement; and the Virginia Distribution Center. This position will be located in Richmond, Virginia and is eligible for a hybrid telework schedule telework up to 2 days/week after 6 months of satisfactory performance and completion of an approved telework agreement.

Requirements

  • Extensive experience leading teams in highly complex, multi-divisional, or multi-agency environments.
  • Extensive experience executing a variety of highly complex public sector procurements, including experience interacting with executives about procurements and procurement-related issues/information.
  • Extensive knowledge of public procurement policies, regulations, and procedures.
  • Extensive knowledge and experience with contract management and contract law, including the entire contract life-cycle.
  • Experience developing and implementing policies and procedures to govern procurement and contract administration operations.
  • Extensive knowledge and understanding of strategic sourcing concepts and procurement principles for the acquisition and management of contracts of diverse variety of goods and services.
  • Familiarity with executive and legislative budget and legislative processes.
  • Experience with e-procurement systems.
  • Strong analytical, decision-making, and data analysis skills, including development of financial forecasts using historical data and trends, business and financial models, and related reports.
  • Exemplary written and oral communication skills, including executive-level skills in developing and delivering presentations.
  • Demonstrated ability to function independently, successfully handle multiple priorities, and function effectively in a fast-paced and stressful environment.
  • Excellent problem identification and problem-solving skills.
  • Excellent interpersonal skills and experience successfully fostering and promoting teamwork and motivating, mentoring, and training others.
  • Advanced skills with computers and office automation software, including word processors and spreadsheets.

Nice To Haves

  • VCO or similar procurement certification (ex: CPPB or CPPO). Candidates who do not have a VCO will be required to attain one within their first year of employment.
  • Virginia Contracting Master (VCM) certification.
  • Extensive experience interpreting federal and state procurement and contracting laws and regulations, including those pertaining to state agencies and institutions of higher education.
  • Experience with Virginia’s legislative process.
  • Extensive experience with automated procurement systems, e-commerce, and material management related operations.
  • Extensive experience with the eVA procurement software, including reporting modules and dashboards.
  • Comprehensive understanding of the Department of General Services’ organizational structure and mission.
