About The Position

The Department of Revenue's core mission is to collect the revenues required to support the business of the Commonwealth, to make a difference in the lives of children by enforcing the financial responsibilities of parenthood, and to assist Massachusetts cities and towns in sound and efficient fiscal management. The CIB mission is to preserve the integrity of the Commonwealth’s tax system by investigating and seeking prosecution of tax-related crimes that will generate the maximum deterrent effect, enhance voluntary compliance, and promote public confidence in the tax system. The Deputy Director of the Criminal Investigations Bureau (CIB) assists the Director with the operation of the Criminal Investigations Bureau within the Department of Revenue. CIB investigators work on cases concerning individuals and corporate entities suspected of tax evasion, filing false tax returns, knowingly failing to file tax returns, and/or failing to remit tax payments in the areas of income, sales, meals, withholding or excise taxes. If criminal activity can be established, these cases are referred to the Attorney General’s Office and/or county District Attorneys’ Offices for criminal prosecution. The cases may also be referred to the DOR Audit Bureau for audit or assessment. The CIB Deputy Director assists with the management of investigations to ensure that cases include ample, solid evidence to successfully prosecute the defendant(s) who are charged with engaging in criminal activities.

Requirements

  • At least five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management.
  • At least one (1) year of which must have been in a project management, supervisory or managerial capacity.
  • External candidates are subject to extended background checks including state and federal tax compliance, child support compliance, education verification, Massachusetts CORI checks, criminal background checks, validation of eligibility to work in the United States, and national fingerprint-based criminal background checks.

Nice To Haves

  • A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
  • A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
  • A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
  • A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

Responsibilities

  • Advising CIB investigators on case work and legal proceedings.
  • Assisting with the development of CIB policies, procedures, and objectives.
  • Establishing relationships with law enforcement agencies and prosecutors' offices.
  • Supporting the Director’s work as the Co-Chair of the Illegal Tobacco Task Force.
  • Assisting with field investigations and other work assignments as needed.
  • Assisting with CIB hiring, training, performance evaluation, disciplinary action, and employee grievances.
