About The Position

The Department of Revenue's Criminal Investigation Bureau (CIB) is responsible for preserving the integrity of the Commonwealth’s tax system by investigating and seeking prosecution of tax-related crimes. The Deputy Director of the CIB assists the Director with the operation of the bureau. CIB investigators handle cases involving individuals and corporate entities suspected of tax evasion, filing false tax returns, knowingly failing to file tax returns, and/or failing to remit tax payments across various tax types. Cases with established criminal activity are referred to the Attorney General’s Office and/or county District Attorneys’ Offices for prosecution, or to the DOR Audit Bureau for audit or assessment. The Deputy Director plays a key role in managing investigations to ensure sufficient evidence for successful prosecution.

Requirements

  • At least five (5) years of full-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management.
  • Of the above experience, at least one (1) year must have been in a project management, supervisory or managerial capacity.
  • Applicants must pass extended background checks, including state and federal tax compliance, child support compliance, education verification, Massachusetts CORI checks, criminal background checks, validation of eligibility to work in the United States, and national fingerprint-based criminal background checks.

  • A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
  • A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
  • A Graduate degree in a related field may be substituted for three (3) years of the required experience.
  • A Doctorate degree in a related field may be substituted for four (4) years of the required experience.

Responsibilities

  • Advising CIB investigators on case work and legal proceedings.
  • Assisting with the development of CIB policies, procedures, and objectives.
  • Establishing relationships with law enforcement agencies and prosecutors' offices.
  • Supporting the Director’s work as the Co-Chair of the Illegal Tobacco Task Force.
  • Assisting with field investigations and other work assignments as needed.
  • Assisting with CIB hiring, training, performance evaluation, disciplinary action, and employee grievances.
