About The Position

The Office of Technology and Innovation (OTI) leverages technology to drive opportunity, improve public safety, and help government run better across New York City. From delivering affordable broadband to protecting against cybersecurity threats and building digital government services, OTI is at the forefront of how the City delivers for New Yorkers in the 21st century. OTI's Management and Budget division handles all budgeting, contracting, and facility services that enable OTI, and other City agencies' IT divisions, to deliver superior technology services; and provides expert IT procurement, sourcing, financial, and facilities management services to over 100 municipal and eligible New York City government entities. The Deputy Commissioner for Management and Budget will manage difficult and responsible professional budget work in the preparation and administration of agency budgets and conduct highly complex economic research and studies; will serve as deputy to the head of a division of professional and other staff engaged in such budgeting work and/or economic research and studies; plan and manage the activities of one or more units employing professional and other staff engaged in such budgeting work and/or economic research and studies; and serve as agency budget officer.

Responsibilities

  • Serves as a senior policy advisor and will provide leadership in formulating and implementing policies and procedures in their areas of responsibility to support the agency’s mission and work closely with OTI divisions, oversight agencies and citywide partners.
  • Provides senior management regarding fiscal aspects of the agency, including expense and capital budgets; manages expenditures; manages revenues, including billings, collections, forecasting, and grant management; and manages effective workflow and processes to ensure that the agency is both efficient and fiscally responsible.
  • Oversees contract management including the development of requests for proposals, negotiations with vendors, registration and administration; ensures compliance with the City Charter, the Procurement Policy Board rules and policies and directives of the Mayor’s Office of Contract Services and the Office of the Comptroller; and ensures contract compliance.
  • The Deputy Commissioner will ensure strong vendor management practices are implemented and adhered to by employees and vendors.
  • Prepares management reports and presents findings and recommendations; testifies at City Council hearings as required; and manages special high-level projects and initiatives as necessary.
