About The Position

The Group Violence Reduction Strategy (GVRS) Deputy Chief provides strategic leadership, operational oversight, and performance accountability for the Mayor’s Office of Neighborhood Safety and Engagement (MONSE) focused deterrence violence reduction initiative serving people at highest risk of involvement in gun violence or reentry-related recidivism. The GVRS Deputy Chief ensures full contract compliance, measurable reductions in violent incidents among participants, high-quality service delivery, and alignment with Baltimore City’s comprehensive violence reduction strategy. This role oversees the strategy’s in-house provision of intensive life coaching and wraparound supports, staff, fiscal management, data reporting, cross-agency coordination, and continuous quality improvement. The GVRS Deputy Chief is responsible for ensuring the program operates with fidelity to the approved intervention model while maintaining strong community partnerships and city-level collaboration.

Requirements

  • Master’s degree in Social Work, Public Administration, Criminal Justice, Psychology, or related field (Bachelor’s degree with significant leadership experience may be considered).
  • Five (5) + years of experience in violence prevention, reentry, or justice-involved programming.
  • Three (3) + years of supervisory or program management experience.
  • Experience managing government-funded contracts preferred.
  • Valid Maryland Class C Noncommercial driver's license or an equivalent driver's license and be eligible to obtain a Baltimore City driver’s permit. PROVISIONAL DRIVER’S LICENSES ARE NOT ACCEPTABLE.
  • Ability to work flexible hours including evenings and weekends.
  • Deep understanding of Baltimore City violence dynamics.
  • Experience managing high-intensity, community-based intervention programs.
  • Strong data-driven decision-making skills.
  • Ability to manage performance under pressure and demonstrate accountability.
  • Skilled in community trust-building and stakeholder engagement.
  • Strong ethical judgment and professional boundaries.
  • Must upload a copy of your valid driver’s license with the application at the time of applying.

Responsibilities

  • Provide leadership for all program operations and service delivery.
  • Ensure alignment with MONSE violence reduction priorities and high-risk targeting strategies.
  • Maintain fidelity to the approved intervention model.
  • Develop internal policies and procedures consistent with contract requirements.
  • Ensure participant prioritization reflects city-defined high-risk criteria.
  • Establish and monitor key performance indicators (KPIs), including: Reduction in violent arrests and shooting involvement; Participant engagement benchmarks; Employment/education placement rates; Successful completion of probation/diversion terms
  • Conduct regular case reviews and performance audits.
  • Implement corrective action plans when benchmarks are not met.
  • Prepare monthly, quarterly, and annual performance reports for MONSE.
  • Supervise Intervention Specialists, Workforce Development Specialist, and Outreach Staff.
  • Ensure staff maintain required caseload ratios and contact frequency.
  • Conduct regular supervision sessions focused on case strategy and safety planning.
  • Facilitate professional development in: Trauma-informed care; Violence interruption strategies; Motivational interviewing; Crisis intervention
  • Promote staff wellness and secondary trauma prevention.
  • Ensure full compliance with MONSE contract requirements.
  • Oversee data entry accuracy and timeliness in city-approved reporting systems.
  • Monitor budget expenditures and ensure alignment with approved budget categories.
  • Prepare documentation for site visits, audits, and monitoring reviews.
  • Submit required invoices and fiscal reports on time.
  • Serve as primary liaison with MONSE representatives and city partners.
  • Participate in city-wide strategy meetings and case conferencing.
  • Coordinate with: Probation and court systems; Schools and workforce providers; Behavioral health agencies; Violence interruption partners
  • Strengthen partnerships in high-violence neighborhoods to enhance service integration.
  • Provide leadership during critical incidents involving program participants.
  • Oversee retaliation prevention and safety relocation planning.
  • Ensure staff adhere to safety protocols in high-risk environments.
  • Maintain strong situational awareness and crisis response planning.
