The Chief Deputy Registrar/Deputy of Elections role is a full-time, exempt position with benefits and a preferred hiring range of $26.67 - $29.34 per hour (equivalent to $55,473 - $61,027 annually); however, an exact salary will be dependent upon the selected candidate's qualifications/experience and in compliance with City policy. In this role, you'll have an opportunity to perform a variety of administrative duties in the Office of Elections while supervising assigned staff and volunteers (average of 4 but varies depending upon elections).

Requirements

  • High school diploma or GED
  • Considerable (3-5 years) experience in customer service, business logistics, data management, elections coordination, or a related field.
  • Current registration as a voter of the Commonwealth of Virginia.
  • Valid driver's license.

Responsibilities

  • Perform updates related to all functions of the statewide voter registration system including registration data, absentee ballot applications, election night/other reporting, campaign finance, and redistricting functions.
  • Utilize the voting system and perform testing for logic and accuracy before every election, troubleshoot issues with the system, coordinate system repairs, prepare election night reports, and conduct final tallies of votes.
  • Prepare ballot boxes, assistive equipment, tables, privacy booths, battery backups, extension cords, signage, and other items for in-person voting.
  • Conduct logic and accuracy testing for the pollbook system before each election and coordinate information technology security maintenance.
  • Assist the Director with updating software, cross-check the list of votes and absentee ballot status, and identify the software needs related to the specific election (e.g., general, special, primary, or dual primary).
  • Assist the Director in ensuring that the Office of Elections is properly staffed pursuant to state requirements for all voting activities, including early voting.
  • Conduct ballot design and testing for enhanced voting (i.e., emailing ballots to overseas voters, voters requiring accessibility assistance, etc.) and hand-tallying votes upon ballot return.
  • Ensure full compliance with the applicable Virginia Department of Elections program related to training and education, conducting proper information technology security compliance, tracking polling places, and tracking approved vendors.
  • Assist the Director with meetings of the Electoral Board, including but not limited to, assisting the Board with canvass, audits, and recounts, and with general updates related to operations.
  • Assist the Director with the training of election officers on a regular schedule that accommodates staff members and volunteers.
  • Assist the Director with audits and recounts following elections.
  • Maintain updated information on election laws and regulations, educate candidates about required campaign finance reports, ensure forms and petitions to qualify as a candidate with ballot access are complete and correct, and communicate with candidates about applicable deadlines.
  • Ensure compliance with records retention laws and regulations.
  • Complete administrative personnel actions related to the employment cycle, complete payroll submittits, and schedule employees and volunteers to adequately staff the Office.
  • Complete accounts payable documentation.
  • Assist the Director in the development of the Department budget.
  • Assist with community relations with colleges, universities, and long-term care facilities.
  • Assist the Director with tracking pending legislation and evaluate the potential impact on practices, procedures, and resources.
  • Ensure continuity of operations and assume duties in the Director’s absence.
  • Operate a City vehicle in the performance of duties.
  • Performs other duties as assigned.
