About The Position

Serves as Deputy Chief Acquisition Officer, Army NAF Contracting, IMCOM, DFMWR. Reporting to the Chief Acquisition Officer (CAO), the Deputy CAO is responsible for planning, managing, and executing comprehensive Army-wide NAF Contracting and Acquisition programs. Participates in operational planning with MWR officials and advises on contracting implications of proposed management decisions, as necessary. Coordinates with other Directorates, Divisions, Installation Directorates (ID), DMWRs, as well as Garrison and Army Contracting offices to develop and implement approaches to NAF acquisitions. Within the NAF Contracting Division, IMCOM, DFMWR, serves as Deputy CAO, responsible to the CAO for all aspects of NAF Contracting operations, and acts as CAO in his/her absence. As DCAO, is responsible for all aspects of leading and managing the division's personnel and performing the duties of Acting CAO as required. Exercises the full range of supervisory responsibilities and duties. Assists in the formulation of the Division's strategic plan. Participates in special studies and projects. Performs public relations and marketing including article publication and presentations. Provides technical guidance and expert assistance to outside agencies and contracting officers in the execution of NAF contracts. Acts as advisor to the CAO and the Director, IMCOM DFMWR in the formulation of acquisition strategies. Researches alternatives and develops methodologies. Takes initiative and seeks ways to improve efficiencies of operations. As DCAO, may possess an unlimited warrant and is responsible for managing the Division's assigned contracts and projects. Directs and is responsible for the full-range of pre- and post-award contracting functions. Responsible for consolidated contracts as part of the strategic management plan for MWR. Interfaces with the Office of Secretary of War on procurement policies and procedures as necessary.

Requirements

  • A minimum of 10 years experience in Non-appropriated Fund, government or corporate procurement, to include three-years experience equivalent to the next lower level.
  • Strong knowledge of the government procurement process, contracting regulations, procedures, and policies as they relate to Non-appropriated Fund Instrumentality and IMCOM NAF programs.
  • Experience leading a geographically dispersed workforce.
  • Ability to research, interpret, and apply procurement policies, regulations, and laws to NAFI programs.
  • Ability to analyze facts, consider alternatives, and arrive at conclusions forming the basis for new policy.
  • Experience developing procurement strategies to meet business objectives and managing multi-million dollar procurements requiring source selection procedures.
  • Highly skilled in written and verbal communications, have excellent presentation skills, and possess proven leadership and customer service abilities.
  • Proficient in Microsoft Windows, Word, Excel, Power Point, and other software as required.
  • Ability to meet stringent deadlines in a fast-paced environment.
  • Direct Deposit and Social Security Card are required upon appointment.

  • One year probationary period may be required.
  • One year supervisory probationary period is required.
  • Submission of a Financial Disclosure Statement, OGE-450 upon entering the position and annually.
