About The Position

The Public Service Commission’s mission is to impartially, equitably, and efficiently regulate the rates and service of public utilities and common carriers operating in the State. This position is responsible for directing and managing the daily operations of the Regulatory and Compliance Division, which is comprised of the Common Carrier Division and Utilities Division. These sections are responsible for enforcing LPSC rules and regulations and applicable state and federal laws governing the common carrier industry and public utilities subject to LPSC jurisdiction. The Commission regulates approximately 462 public utilities, consisting of electric, water, wastewater, natural gas, and telecommunications, and approximately 800 common carriers, consisting of intrastate common carrier pipelines, household goods movers, passenger carriers, waste haulers, and non-consensual tow operators. The incumbent shall have knowledge of all facets and functions of the operations, order and regulations of the LPSC.

Requirements

  • Two years of the required experience for the following minimum qualifications must have been at the managerial level or above: Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Directs, plans and oversees the administration of the Regulatory and Compliance Division.
  • Develops and implements policies and procedures regarding programmatic or division initiatives.
  • Monitors legislation, proposing changes to state statutes as needed.
  • Ensures day-to-day operations of both the Common Carrier and Utilities Division are meeting the requirements set forth by the LPSC policy and applicable state and federal laws.
  • Develops procedures for, and oversees the implementation of same, for Common Carrier and Utilities Division personnel to ensure all regulated public utilities and common carriers comply with the Commission’s relevant orders, whether general in nature or specific to an individual utility or carrier.
  • Oversees the registration of all public utilities and intrastate common and contract carriers in Louisiana and directs the performance of investigations of the same suspected of operating illegally outside the scope of their authority or without having obtained the proper authority from the LPSC.
  • Oversees, reviews and/or provides direction, as needed, with respect to the investigatory work performed by staff in these areas to ensure accuracy and conformity with Commission, State, and Federal regulations prior to issuance of a citation.
  • Provides instruction and training to the Common Carrier and Utilities Division relating to Commission regulations and procedures applicable to public utility regulation and common carrier industry.
  • Provides instruction and guidance to other division and district office personnel with respect to common carrier and regulated utility operations and procedures.
  • Oversees the processing and review of annual reports for public utilities, transportation motor carriers, and pipeline common carriers ensuring compliance with Commission rules and regulations.
  • Collaborates with the La. Department of Revenue and Commission Auditing Division for compliance of fees paid for the inspection, control, and supervision of the business services and rates of public utilities, common carriers, motor carriers, and pipeline common carriers.
  • Represents the Commission before industry groups and public functions on regulatory utility and common carrier subject matter.
