About The Position

The Deputy Commissioner of Multi modal Commerce provides executive leadership for Louisiana's strategic multi modal transportation network. Reporting to the Commissioner of Multimodal Commerce, this role is responsible for ensuring the seamless flow of passengers and freight assets across the state's ports, railways, airports, and trucking corridors to drive and grow statewide economic development. This position will be filled as a promotion (only open to DOTD permanent status employees).

Requirements

  • Two years of the required experience for the following minimum qualifications must have been at the managerial level or above:
  • Eight years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR Six years of full-time experience in any field plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR A bachelor’s degree plus five years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization; OR An advanced degree, or a Juris Doctorate, plus four years of experience in developing, managing, or evaluating administrative programs, operational programs, or special projects or initiatives within a public or private sector organization.
  • Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Responsibilities

  • Responsible for policy development and program implementation for 70 public airports, over 500 private aviation sites, U.S. Army Corps of Engineers Marine Transportation System (MTS) navigable waterway projects, 6 Class 1 railroads and 11 short line railroads and freight rail system improvements, and 39 active Ports throughout the state.
  • Serves as primary assistant to the Commissioner for implementing the Louisiana Statewide Transportation Plan, Freight Plan, Rail Plan, and Aviation System Plan, and Fixed Guideway System state oversight safety program for the Federal Transit Administration.
  • Provides expert advice to the commissioner, secretary, other department officials, congressional delegations, state and local elected officials, and private industry executives on all matters pertaining to aviation, marine, rail, public transportation and ports programs.
  • Manages and oversees state legislature's authorization to develop and execute the following Multi modal Commerce programs: Airport Development and Construction Priority Program, Port Construction Priority Program, Waterway Dredging and Deepening Program, and Class II and Ill Rail Infrastructure Program.
  • Ensures that Multimodal Commerce personnel successfully contribute to and support department goals, objectives, policies, and processes.
  • Ensures that staff completes requisite transportation and professional training.
