About The Position

The County of Monterey's Assessor's Office is seeking a Departmental Information Systems Manager I. This role provides expertise and consultation on information systems solutions for business and administrative processes. The manager will plan, manage, coordinate, and supervise departmental staff activities related to automated information systems and technology projects. Responsibilities include identifying opportunities to use IT to improve County departmental processes, analyzing business needs, and coordinating with County ITD. This position is responsible for complex and diverse departmental functions, including managing multiple systems, regulatory requirements, and continuity of operations. The ideal candidate is detail-oriented, works well in a team, possesses good communication skills, asks questions to seek understanding, is a self-starter, flexible, honest, and ethical. The job offers interaction with the public, tax representatives, and attorneys, and challenges related to property valuation and legislative updates. It requires processing a high volume of work and learning legal terminology related to property valuation. The eligible list may be used for current and future full-time, part-time, or temporary vacancies.

Requirements

  • Completion of all coursework leading to a Bachelors’ degree in Business Administration, Public Administration, Computer Science, Office Automation or closely related field.
  • Four years of experience analyzing business processes and information systems including two years of experience at the advanced journey level.
  • Working Knowledge of: Principles and practices of information systems technology, including system architecture and client server applications, database systems and report applications.
  • Working Knowledge of: Principles and practices of project management, including needs assessment and project prioritization, cost-benefit analysis and contract monitoring.
  • Some Knowledge of: Principles and practices of management, including budgeting, and staff supervision.
  • Skill and Ability to: Provide leadership in advancing information technology in the department; implement best business practices in information technology in the department.
  • Skill and Ability to: Plan, organize, assign, review and evaluate the work of others; establish goals and performance standards.
  • Skill and Ability to: Establish and maintain effective working relationships.
  • Possess a valid California Class C driver license at the time of appointment and possess and maintain a satisfactory driving record or provide evidence of suitable transportation which is approved by the appointing authority.
  • Prospective employees for the Assessor-County Clerk/Recorder will be required to submit to a background review which may include a review of information concerning present and/or prior employment, driving record, and record of criminal conviction.

Responsibilities

  • Acts as the senior information professional for a County department; manages, plans, coordinates and oversees departmental staff activities related to supporting automated information systems and planning for departmental technology projects.
  • Develops, maintains and ensures continuous improvements in departmental business processes by expanding the use of information systems and technology resources.
  • Develops ongoing improvements to departmental operations; develops information project plans and proposals to analyze and improve upon existing work processes; develops new processes and oversees the conversion to new systems in order to achieve increased productivity and efficiencies.
  • Analyzes, recommends and writes procedures, standards and policies consistent with departmental information plans and County policies, practices, goals, regulations, technology plans, and established information technology architecture.
  • Evaluates information system support best practices and ensures policies, standards and procedures are followed by staff.
  • Interviews, selects, motivates, supervises, and evaluates staff; provides technical and professional skills training and manages employee performance issues.
  • Prepares system development projects including needs analysis, cost-benefit analysis, project management, system implementation, user acceptance testing, training methodologies and documentation.
  • Acts as departmental information technology representative to relevant County agencies and other public and private information technology groups.
  • Provides expert advice and consultation to departmental management regarding information technology issues.
  • Prepares and presents written and oral reports, proposals and recommendations.
