About The Position
At the Michigan Department of Lifelong Education, Advancement, and Potential (MiLEAP), we are dedicated to enhancing opportunities and outcomes for Michiganders across all educational stages, from preschool to postsecondary. Our mission includes increasing access to quality child care and prek programs, and making skill certificates or college degrees more affordable. MiLEAP, established in July 2023, is the newest department in the State of Michigan. This professional role serves as a key resource for state scholarships and grants managed by the MiLEAP Office of Higher Education. The position involves monitoring compliance with programmatic policies and procedures and conducting program reviews for all institutions receiving funds from State scholarships or grants administered by the Office of Higher Education. Responsibilities include developing, coordinating, implementing, and maintaining the program review process and quality assurance monitoring. The role administers program review policies, including monitoring requirements, documentation review, and payment processing for all State scholarships and grants. This involves complex tasks, project management, and communication with postsecondary institutions, stakeholders, executive offices, and the Governor’s office regarding program status, timelines, metrics, and outcome data. The position also supports business operations by contributing to policy decisions and communications related to program reviews and compliance monitoring to prevent fraud. Additionally, it involves reviewing and recommending improvements for the information technology system documentation (MiSSG), facilitating compliance monitoring for data security and privacy protocols, and providing recommendations for training materials and outreach to postsecondary institutions.
Requirements
- A bachelor's degree in any major.
- Three years of professional experience.
- One year of experience equivalent to the experienced (P11) level in state service.
Responsibilities
- Monitoring compliance with programmatic policies and procedures.
- Conducting program reviews at all colleges, universities, and training providers that receive payments from any State scholarships or grants administered by the Office of Higher Education.
- Developing, coordinating, implementing, and maintaining the program review process and quality assurance monitoring of state scholarships and grants.
- Administering program review policies and procedures, including monitoring requirements, documentation review, and payments for all State scholarships and grants administered by Office of Higher Education.
- Completing complex tasks and projects.
- Communicating with postsecondary institutions, stakeholders, executive offices, and the Governor’s office on program status, project timelines, metrics, and outcome data.
- Supporting business operations by contributing to policy decisions and communications surrounding program reviews and compliance monitoring of scholarships and grants to mitigate fraud.
- Reviewing and making recommendations for improvements to the information technology system documentation (MiSSG).
- Facilitating the process for monitoring compliance with data security and privacy protocols for data in the system and sharing of the data.
- Making recommendations to programmatic areas on training materials and outreach for postsecondary institutions.
