About The Position

AVTECH Global is seeking an experienced Contracts Manager to lead our Department of Defense contracting efforts — from identifying new business opportunities through proposal development, award, and full lifecycle compliance management. This role is central to our growth strategy to ensure we win and execute DoD work the right way. The ideal candidate has hands-on experience with federal acquisition processes, understands the DoD contracting lifecycle (FAR/DFARS), and can move fluidly between hunting new opportunities, writing compelling technical/cost proposals, and ensuring rigorous post-award compliance.

Requirements

  • Bachelor's degree in Business, Contracts Management, Supply Chain, or related field (equivalent experience considered)
  • 5+ years of experience in DoD/federal government contracts management
  • Strong working knowledge of FAR/DFARS and DoD acquisition processes
  • Demonstrated experience writing and managing competitive federal proposals
  • Experience with contract types common to DoD work (IDIQ, FFP, CPFF, T&M)
  • Excellent written communication skills — able to translate technical content into clear, compliant proposal language
  • Proficiency with SAM.gov, GSA eBuy, and standard contract management tools

Nice To Haves

  • Experience supporting Air Force Life Cycle Management Center (AFLCMC), Defense Logistics Agency (DLA), or similar program/logistics offices
  • Familiarity with aerospace/aviation sustainment, MRO, or engineering services contracts
  • Certified Federal Contracts Manager (CFCM) or NCMA certification
  • Experience with GSA Schedule contracts and task order proposals
  • Familiarity with DCAA compliance requirements and cost accounting standards

Responsibilities

  • Monitor SAM.gov, GSA eBuy, DIBBS, agency forecasts, and other sources to identify relevant DoD contract opportunities (RFIs, RFPs, sources-sought notices, task orders), including opportunities with the Defense Logistics Agency (DLA) across relevant supply chains (e.g., DLA Weapons Support)
  • Build and maintain relationships with contracting officers, program office stakeholders, DLA points of contact, and prime/subcontractor partners
  • Assess opportunity fit, capture strategy, and go/no-go recommendations in coordination with leadership
  • Lead end-to-end proposal development: technical volumes, staffing plans, past performance narratives, and cost/price volumes
  • Coordinate inputs from engineering and leadership to meet solicitation requirements
  • Ensure proposals are compliant with RFP instructions (Section L/M), well-organized, and competitively positioned
  • Manage proposal schedules, color team reviews, and final submission logistics
  • Manage the full contract lifecycle: negotiation, award, modifications, options, and closeout
  • Ensure compliance with FAR, DFARS, and agency-specific supplements, as well as company policy
  • Monitor contract funding, ceilings, period of performance, and deliverable schedules; flag risks (e.g., funding gaps, scope creep) proactively
  • Support subcontract management and teaming agreements where applicable
  • Maintain contract files and documentation to support audits (e.g., DCAA, DCMA)
  • Partner with Lead Engineers to align contractual obligations with technical execution
  • Advise leadership on contract types (FFP, CPFF, T&M, IDIQ), risk exposure, and negotiation strategy
  • Support pricing strategy in coordination with finance/accounting
