The Department of Finance (DOF) is responsible for the fiscal health of the City. The DOF leads fiscal analysis and guidance, budgeting, accounting functions, enforcement of fiscal policies, practices and procedures for the entire City and County of Denver. The DOF fulfills the state statutory responsibilities for tax assessment and collection. DOF also manages the City’s debt portfolio and investment portfolio. The DOF commits to delivering these services through a financial structure that reflects the best practices of both the public and private sectors. This commitment promotes better service, enhanced performance measures, maximum accountability, and improved business processes. The Capital Management and Financing Division is responsible for strategic oversight of the City's capital planning, financing and programming activities. This division manages the planning, issuance, and compliance of City's debt portfolio and other financing instruments. The Division also develops and manages the citywide six-year capital improvement program; works closely with agency partners on capital project implementation; administers the Special District Program; and provides oversight of multi-year projects financed with debt or other obligations. We are hiring a full-time, unlimited Debt Manager. This position is for an experienced fiscal administrator that brings significant professional expertise to the office. Specifically, as Debt Manager, you will: Serve as the lead for non-enterprise financing strategy and issuance execution, with responsibility for citywide non-enterprise debt programs and transaction management. Lead strategy and execution for various financial mechanisms to include General Obligation Bonds, Certificates of Participation, Capital Leases, and Dedicated Tax Bonds. Manages City’s long-term debt portfolio in accordance with Federal, State, and Local regulations. Lead entire debt financing process from initial document review through closing of deal; provide debt information and City metrics for Bond documents; manage process for any required Council approved actions; ensure timely execution on Bond documents by all required City officials. Work cross-functionally with project teams to align financing with implementation needs and readiness; translate capital needs into executable financing plans and advise on financing structure, timing, risk considerations, and policy alignment. Coordinate with departments, capital planning, budget, legal, external advisors, and other stakeholders. Analyze and maintain project level cash flow schedules associated with debt-related financing; prepare annual debt service expenditure budgets across the City’s debt service funds. Support executive decision-making through clear recommendations, issue spotting, and transaction leadership. Maintain and update debt service models; perform ad hoc financial and debt analysis expeditiously which requires collaboration with departments, financial advisors, financial institutions, and/or Bond Counsel.
