About The Position

RER Solutions, Inc. is seeking a Davis-Bacon Act Compliance Officer to join their workforce in Washington, DC. This role will provide onsite and remote federal program leadership, overseeing compliance with Davis-Bacon Act (DBA) requirements on large construction projects for a federal client across the US. The position involves monitoring and enforcing prevailing wage requirements, responding to inquiries, investigating potential violations, and conducting site visits and interviews to ensure proper worker classification and pay. The officer will also manage Certified Payroll Reports, submit reports to the Department of Labor, identify applicable wage determinations, and coordinate DBA compliance activities to minimize risk. Additionally, the role includes providing support and guidance to technical resources, developing risk mitigation strategies, implementing new processes for DBA compliance, and conducting training.

Requirements

  • Minimum of US Citizenship required to obtain client issued Public Trust
  • 8+ years of experience in DBA program management
  • Demonstrated ability to team across several different fields
  • Demonstrated leadership skills, including the ability to successfully plan, organize, lead, and monitor team efforts to completion
  • Ability to effectively prioritize and implement tasks in a high-pressure environment
  • Demonstrated knowledge of and experience with implementing DBA policies affecting activities, projects, or initiative
  • Excellent written and oral communication skills
  • Excellent attention to detail and an understanding of fundamental business writing
  • Expertise in Microsoft Office Products (i.e., Word, Excel, PowerPoint, and Outlook)

Responsibilities

  • Oversee the compliance of Davis-Bacon Act (DBA) requirements on large construction projects financed by a federal client located across the US
  • Work with the team responsible for monitoring and enforcing compliance with DBA prevailing wage requirements
  • Respond to wage compliance questions and concerns from federal agency employees, management, or project contractors and construction workers
  • Report potential wage violations and conduct investigations, notifying appropriate authorities when necessary
  • Conduct site visits, field observations, and interviews with construction workers to ensure appropriate classification and pay of workers
  • Collect and review weekly Certified Payroll Reports (CPRs) and supporting payroll records (e.g., statements of compliance, fringe benefit statements, payroll deductions, apprentice registrations/ratios, etc.)
  • Submit Semi-annual Enforcement Reports to the Department of Labor (DOL)
  • Identify the applicable wage determination for a particular project or work classification
  • Review and submit wage classification conformance requests to the DOL as necessary
  • Coordinate DBA compliance activities, prioritizing tasks to minimize compliance risk for the federal program
  • Provide support and guidance to technical resources for DBA requirements, coordinating, as required, with work performed in other internal and external organizations
  • Use technical judgment to identify potential operational risks, develop risk mitigation strategies and corrective actions for DBA compliance
  • Initiate, design, develop, implement, and evaluate new processes, products, or systems for DBA compliance
  • Conduct training for other DBA staff and, indirectly, for team members, clients, and projects
