About The Position

Red Pulley Technology Solutions, Inc. is seeking a Data Strategist to support the ICE Health Service Corps (IHSC) Health Information Technology Unit (HITU) Enterprise Health IT Staffing and Professional Services Support program. This role supports IHSC's mission to modernize its health IT environment through evidence-based decision-making, enterprise data governance, and analytics planning across a nationwide healthcare delivery network. The Data Strategist will bridge technical analytics capability with executive priorities, ensuring IHSC data assets are accurate, usable, secure, and aligned with mission outcomes. This role provides strategic oversight and coordination support for data migration, legacy clinical data integration, and clinical viewer transition efforts associated with the HITU IT modernization program. This position follows a remote delivery model supporting IHSC/HITU, consistent with current program operations.

Requirements

  • Bachelor's degree in Information Management, Computer Science, Data Science, or related discipline
  • Minimum of 8 years of experience in data strategy or enterprise data management
  • Expertise in enterprise data strategy, data governance frameworks, metadata management, and data architecture design for large-scale federal health IT environments
  • Proficiency in developing and implementing data policies, standards, and roadmaps aligned with organizational mission objectives
  • Demonstrated experience supporting data quality, standardization, and metadata management initiatives
  • Strong analytical, facilitation, and strategic communication skills
  • Ability to collaborate with stakeholders across clinical, technical, and executive levels to identify data requirements and analytics use cases
  • Ability to advise leadership on data-driven insights and performance metrics

Nice To Haves

  • Master's degree in a relevant field
  • Certified Data Management Professional (CDMP) or equivalent certification
  • Prior experience in federal health IT or regulated healthcare data environments
  • Experience supporting data migration, legacy clinical data integration, or EHR/clinical system transition efforts
  • Experience with enterprise data integration and analytics architecture in a federal or DHS/ICE environment

Responsibilities

  • Develop and support IHSC data strategy, governance frameworks, and analytics roadmaps
  • Collaborate with stakeholders to identify data requirements and analytics use cases
  • Support data quality, standardization, and metadata management initiatives
  • Provide guidance on enterprise data integration and analytics architecture
  • Support reporting and dashboard development in coordination with HITU Data Analysts
  • Advise leadership on data-driven insights and performance metrics
  • Ensure compliance with data privacy, security, and governance requirements
  • Provide strategic oversight and coordination support for data migration and legacy clinical data integration efforts tied to HITU IT modernization
