About The Position

The World Bank Group (WBG) offers a unique opportunity to address development challenges in client countries. As a global leader in development finance and knowledge, the WBG comprises five institutions focused on ending extreme poverty, enhancing shared prosperity, and promoting sustainable development. The Office of the Managing Director and Chief Knowledge Officer (MDCKO) leads the WBG's knowledge and partnership agenda, ensuring its analytical and operational work aligns with critical development needs. The recent launch of the Knowledge Bank in 2026 signifies a reinforced commitment to providing global knowledge relevant to country-specific challenges, fostering cross-institutional collaboration, and scaling effective solutions. The WBG is structured around five vertical vice presidencies (People, Prosperity, Planet, Infrastructure, and Digital & AI) and three horizontal departments reporting to the MDCKO, including the Department for Outcomes, which focuses on enhancing the institution's outcome orientation. The Department for Outcomes is central to the WBG's transition from measuring activities to managing for impact, aiming to make outcomes visible, comparable, and actionable for leaders and teams. It spearheads the implementation of the World Bank Group Scorecard, develops and refines outcome indicators, methodologies, and targets across key areas like jobs, climate, and gender, and ensures quality assurance. The Department also plays a growing global role by convening multilateral development banks, development agencies, researchers, and experts to standardize outcome approaches, build capacity, and modernize results measurement. Technology and innovation are integral to the Department's operations, involving the development of AI-enabled analytics, data pipelines, forecasting models, and decision-support tools. The team fosters an entrepreneurial, collaborative, and demanding culture, emphasizing rapid iteration, user feedback, continuous improvement, and high standards from concept to delivery. Intellectual curiosity, rigorous analysis, direct communication, ownership, thoughtful risk-taking, and a willingness to challenge established practices are highly valued. Young talent is recognized as a key driver of innovation and rapid delivery, with new Data Scientist ETCs expected to contribute to and shape the Department's agenda.

Requirements

  • Minimum of a master’s degree in Data Science, Computer Science, Economics, Statistics, Applied Mathematics, Information Systems, Public Policy, Public Administration, International Development, Business Management, or a closely related quantitative field, ideally with a strong concentration in analytics.
  • Minimum of 5 years of professional experience in data science, analytics, results measurement, monitoring and evaluation (M&E), portfolio management, management consulting, development finance, or public policy.
  • Proven ability to bridge the gap between technical code, data pipelines, and strategic business value for institutional decision-makers.
  • High proficiency in Python and SQL.
  • Strong applied knowledge of statistical analysis, predictive modeling, machine learning, NLP, and modern LLM application workflows.
  • Working knowledge of modern software engineering best practices (version control with Git, modular code architecture, rigorous testing, and reproducible analytical workflows).
  • Experience processing structured and unstructured datasets, interacting with APIs, managing relational databases, and conducting data quality validation.
  • Solid understanding of empirical research, indicator development, evidence sources, and evaluation methodologies, including approaches standard across MDBs and international organizations.
  • Advanced skills in data visualization and executive presentation (including high proficiency in Excel and PowerPoint).
  • Demonstrated capacity to synthesize disparate technical, operational, and qualitative inputs from across sectoral boundaries into an integrated institutional perspective.
  • High sense of ownership, adaptability, and an outside-in mindset capable of prioritizing and delivering high-quality products under tight deadlines in a fast-paced environment.
  • Demonstrated success collaborating effectively in diverse, multicultural, multidisciplinary teams, serving as an effective bridge between technical engineers and operational specialists.
  • Full professional fluency in English (verbal and written) is required.

Nice To Haves

  • A Ph.D. is considered an advantage.
  • Prior experience in management consulting or portfolio management with direct exposure to senior executive audiences is a distinct advantage.
  • Proficiency in R and/or Stata is also an asset.
  • Experience deploying interactive dashboards or end-to-end data pipelines is an advantage.
  • Familiarity with development operations, operational project cycles (PADs, ISRs, ICRs), results measurement frameworks, or the WBG Scorecard is an advantage.
  • Working proficiency in another official WBG language (French, Spanish, Arabic, Russian, or Chinese) is an asset.

Responsibilities

  • Support the development, testing, and refinement of outcome indicators and methodologies at both the project and portfolio level, including data collection, cleaning, exploratory analysis, and quality assurance of WBG Scorecard indicators.
  • Conduct manual and automated reviews of results frameworks in operational project documents (e.g., Project Appraisal Documents [PADs], Implementation Status and Results Reports [ISRs], and Implementation Completion and Results Reports [ICRs]).
  • Support the formulation and regular monitoring of outcome targets to inform evidence-based decisions on corporate strategies and operational portfolios.
  • Perform in-depth reviews of strategy and project documentation, curate outcome datasets, and apply statistical and forecasting techniques to project future portfolio-level trajectories.
  • Synthesize strategic findings from data analysis.
  • Design, build, evaluate, and maintain analytical tools, data pipelines, and intelligent products as part of the AI for Outcomes program.
  • Engineer applications powered by Large Language Models (LLMs), natural language processing (NLP), and machine learning to enhance outcomes measurement and extract operational insights from unstructured text.
  • Author and contribute to methodological notes, indicator reference sheets, and technical guidance documents.
  • Ensure quality assurance of results data by applying leading research and evaluation methods.
  • Analyze outcome metrics from across WBG operations, aggregate portfolio results, and monitor development commitment delivery.
  • Extract actionable insights and strategic signals for corporate decision-support platforms used by WBG Senior Leadership.
  • Translate complex analytical and econometric findings into clear, visually compelling, and consulting-style deliverables, including executive slide decks, briefs, interactive dashboards, and briefing memos.
  • Contribute to the rollout of outcome-related corporate action plans and cross-cutting thematic work (e.g., jobs, climate, private capital mobilization, women, and youth) in collaboration with operational teams and other WBG entities.
  • Support the Department’s convening, learning, and capacity-building engagements with internal and external stakeholders, including working groups with other multilateral development banks and partner agencies.
  • Provide proactive project management support across analytical workstreams, including scoping tasks, coordinating inputs, tracking milestones, managing delivery timelines, and ensuring outputs meet high standards.
  • Contribute flexibly to additional emerging work program priorities, rapid-response analytical requests, and corporate initiatives of the Department for Outcomes.
