About The Position

Davis Defense Group, Inc. is seeking a Data Management Analyst, Journeyman to support the E-130J program, an ACAT I program in its Engineering and Manufacturing Development (EMD) phase. This role involves applying analytic techniques to evaluate program objectives, analyze requirements, status, budget, and schedules. The analyst will collect, organize, and interpret data related to aircraft acquisition and sustainment, track program status, and apply government processes for documentation, change control, and data management. The position reports to the Configuration and Data Management Lead and requires a strong understanding of DoD data and STINFO regulations.

Requirements

  • Three years or more experience performing duties described in the functional description.
  • Experience with MS SharePoint.
  • Experience with the AMS CDRL tool.
  • BA/BS degree or supplemental experience is required.

Nice To Haves

  • At least 2 years of experience developing and coordinating procurement documentation.
  • Experience with data requirement reviews.
  • Experience with implementing (STINFO) Regulations: 5010.12M, Mil-Std-963, and 5230.24.
  • Experience with the AMS Contract Data Requirements List (CDRL) tool.
  • Experience working with OEMs and large contracts to develop data requirements, incorporate data requirements into contracts, and manage the OEM/Contractors delivery performance of data products.
  • Experience with managing aircraft manufacturers in the development phase of their lifecycle.
  • Familiarity with preparing data for meeting Major Defense Acquisition Program (MDAP) reviews.
  • Top Secret clearance preferred.

Responsibilities

  • Provide recommendations for managing data from requirement through to data deliverable for E-130J related initiatives.
  • Track contract data requirements, data deliverables, and schedule execution in accordance with program needs and contract requirements.
  • Apply knowledge and expertise in continuous process improvement to track performance to plan on program office efforts.
  • Provide data management and analytical support for initiatives in support of TACAMO aircraft programs.
  • Perform data management in accordance with DoD Data and Scientific and Technical Information (STINFO) Regulations: 5010.12M, Mil-Std-963, and 5230.24.
  • Ensure accuracy of the Data Management, Contract Data Requirements List (DM CDRL) process per PMA Standard Operating Procedure (SOP).
  • Support the governance and control in the selection, generation, preparation, acquisition, and use of data imposed by contractors supporting PMA.
  • Provide advice/guidance to stakeholders on the selection and tailoring of Data Item Descriptions (DIDs).
  • Coordinate CDRL (DD-1423) development and reviews.
  • Manage receipt, review, disposition, and storage of all programs’ contract deliverables.
  • Review data marking of contract deliverables to ensure compliance with the technical data markings clause of the contract.
  • Submit contract deliverables with questionable markings to responsible Government Lead in PMA, Procuring Contracting Officer (PCO), and Legal for appropriate action/resolution; assist team through resolution.
  • Network with other PMAs and NAVAIR Sustainment Group, specifically Configuration and Data Management Group, in support of current DoD Policy, Navy Policy, NAVAIR Procedures and Guidance, and data rights law.
